About The Position

We are seeking a Senior Systems Analyst to provide senior technical expertise, project leadership, and coordination for the development, implementation, and maintenance of cost-effective IT solutions. This role involves offering technical advice to clients and leveraging existing OPS IT solutions and applications to meet program and service goals efficiently. The ideal candidate will possess specialized technical expertise in system analysis, design, and architecture, with a strong ability to evaluate recommendations and ensure alignment with project objectives. This position leads the analysis, development, documentation, testing, integration, and implementation of systems solutions, guiding feasibility studies and cost-effective analyses. The role also encompasses leading the technical aspects of projects throughout the Systems Development Life Cycle (SDLC), including planning, scheduling, resource estimation, coordination, progress monitoring, and status reporting. A key part of this role is gathering requirements, translating business needs into technical specifications, and leading development/support teams for complex database applications. The Senior Systems Analyst will also oversee the research and evaluation of technical components for software and hardware acquisition, recommend improvements to tools and standards, and provide coaching to junior analysts.

Requirements

10+ years of System Analysis and Design experience, preferably in a large, complex business environment.
Expert knowledge in reverse engineering Physical Data Models creating Entity Relationship Models (ERM) and Metadata Reports.
Demonstrated experience within all project cycles from Analysis, Design to Development, Testing and Implementation.

Knowledge and experience related to TRA (Threat, Risk, Assessment) process and prepare appropriate documents.
Experience preparing architecture artifacts, including TRA artifacts.
10+ years of Business Analysis experience including running JAD sessions, UAT and gathering requirements.
10+ years of system testing, integration testing experience.
Demonstrated experience with system Integration experience including ability to understand different systems and pick up new technologies quickly.
Extensive experience in Quality Assurance preparing Test Plans, Test Cases and executing and monitoring unit, integration and UAT testing while working directly with clients.
Proven experience with requirement elicitation techniques such as User interviews, Workshops, JAD facilitation and interpretation of business needs into system design requirements.
Manual system testing and integration testing experience including creating test cases and test plans.
Knowledge of GO-IT Standards(GO-ITS) and Enterprise Architecture within the RGDMS system.
Hands-on experience with AODA and knowledge of accessibility compliance principles as presented in WCAG 2.0, level AA.
OPS quality assurance standard and practices.

Responsibilities

Provide senior technical expertise, project leadership, and coordination of activities in the development, implementation, and maintenance of a diverse range of cost-effective I&IT solutions.
Provide technical advice to clients and leverage OPS I&IT solutions and applications to meet program/service goals and objectives ensuring efficiency.
Provide specialized technical expertise in the overall analysis of the design and architecture of systems solutions.
Evaluate recommendations and ensures all recommended solutions for improvement are congruent with the project goals and objectives.
Identify short and long-term project goals/objectives, and as a senior technical expert, define and identify program and service delivery requirements in support of the development and/or acquisition of client applications.
Lead the analysis, development, and documentation of design and architecture of systems solutions.
Lead the development of testing, integration, and implementation of systems solutions into the clients’ applications.
Guide the feasibility studies and cost-effective analyses of proposed client I&IT initiatives, ensuring all studies and analyses are documented.
Lead the technical aspects of projects related to the development and/or acquisition of a diverse range of client applications through all stages of the Systems Development Life Cycle (SDLC).
This includes planning, scheduling and estimating resources, providing technical expertise, co-ordination, monitoring progress and providing management with project status updates.
Gather requirements, translating business documents into technical specifications.
Lead development/support teams supporting multi-dimensional and relational databases and their applications for effective planning, budgeting, strategizing and forecasting procedures.
Design and develop complex applications utilizing relational and multi-dimensional databases.
Provide implementation and post-implementation support as required.
Oversee the research and evaluation of the technical components in the acquisition of software, hardware, technology, systems, and products.
Recommend and direct the measurement and improvement of tools, techniques, standards, and performance criteria to control the quality of application development initiatives.
Provide coaching and direction to junior analysts throughout the project, related to the development and/or acquisition of a diverse range of client applications through all stages of the Systems Development Life Cycle.
