About The Position

This is a long-term contract opportunity for a Systems Analyst III with expertise in PeopleSoft HCM and CAPPS HR/Payroll within the State of Texas government environment. The role involves providing senior-level functional support for critical HR and Payroll applications, ensuring efficient operation, and supporting enhancements, compliance initiatives, and statewide agency operations. The position is telework-eligible and offers competitive compensation.

Requirements

  • Minimum 8 years supporting PeopleSoft HCM 9.2
  • Minimum 8 years supporting Texas State Government agencies
  • Extensive experience supporting CAPPS HR/Payroll
  • Strong functional expertise in: Workforce Administration, Payroll, Position Management, Time and Labor, TAM/CG Recruiting, HR Security
  • PeopleSoft configuration experience
  • Experience interpreting State of Texas HR policies and federal labor regulations
  • Experience creating Functional Design Documents (FDDs)
  • Strong SQL skills
  • Experience with SDLC methodologies
  • Experience supporting enterprise ERP applications
  • Experience performing functional project activities and system implementations
  • Excellent analytical, troubleshooting, communication, and documentation skills

Responsibilities

  • Provide advanced functional support for PeopleSoft HCM 9.2 and CAPPS HR/Payroll applications
  • Configure and maintain Human Resources, Payroll, Position Management, Time and Labor, Performance Management, and Recruit modules
  • Configure workflow, security, job codes, departments, positions, compensation tables, and business rules
  • Support FMLA configuration, leave management, and compliance initiatives
  • Create and maintain functional design documents, system documentation, and process improvements
  • Analyze production issues and provide functional troubleshooting and root cause analysis
  • Support system upgrades, regression testing, user acceptance testing, and change management
  • Develop PeopleSoft queries and support reporting activities
  • Coordinate with developers, database administrators, infrastructure teams, vendors, and business stakeholders
  • Provide Level II application support and incident management
  • Participate in Disaster Recovery exercises, major incident response, fiscal year end activities, and legislative implementation projects
  • Ensure compliance with WCAG 2.1 accessibility standards, ITIL best practices, and State security requirements
  • Mentor junior analysts and provide knowledge transfer across project teams
