About The Position

The Systems Analyst II position provides IT support for the Pharmacy Rebates and Business Analysis (PRBA) section of the Vendor Drug Program (VDP) within Medicaid-CHIP Services (MCS) at Texas Health and Human Services. The systems analyst II performs moderately complex (journey-level) computer systems analysis work involving analyzing and identifying user requirements, procedures, and problems to automate processing or to improve existing systems. The position works under general supervision, with limited latitude for the use of initiative and independent judgment. This position serves as a technical liaison between business stakeholders and IT regarding pharmacy managed care and fee-for-service data and interfaces, along with defining and analyzing user requirements, procedures, and problems to improve the pharmacy claims and rebate administration systems. Including but not limited to analyze user needs, define the system’s scope, document requirements, and translate the user needs and requirements into functional specifications for the design of business systems.

Requirements

  • Graduation from an accredited 4-year college or university with a degree in Computer Science, Information Systems, Business Administration or related field. Experience may be substituted on a year-for-year basis.
  • Experience with MS office suite, especially Excel.
  • Experience making business recommendations based on system analysis and influencing stakeholders or management to adopt technical solutions or process changes.
  • Knowledge of capabilities of computer systems (including Artificial Intelligence based systems), the techniques used in the design of non-automated systems, applicable programming languages and operating systems, computer hardware/software interdependencies.
  • Knowledge of software development lifecycles, project management methodologies and privacy standards.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Access, Project), data visualization tools, and database query languages.
  • Knowledge of Medicaid and HIPAA rules, pharmacy managed care, and fee-for-service data requirements.
  • Skills in diagnosing and resolving complex system issues, data interface malfunctions, and application errors.
  • Skills in monitoring contracted resources, evaluating vendor deliverables, and performing User Acceptance Testing (UAT).
  • Skill in developing database queries and translating complex data sets into clear ad-hoc reports, charts, and diagrams.
  • Skill in mediating conflicts, influencing business recommendations, and maintaining relationships with internal and external stakeholders.
  • Skill in writing and revising technical standards, functional specifications, and operational procedures for efficiency.
  • Ability to analyze existing procedures and identify technical solutions that enhance efficiency and the customer experience.
  • Ability to lead workgroups, oversee staff training on new systems, and participate in technical procurement evaluations (RFI/RFP).
  • Ability to evaluate alternatives and implement effective solutions to operational problems while maintaining regulatory compliance.

Nice To Haves

  • Previous experience working with SDLC or applying system analysis methodologies to troubleshoot and improve computer systems.
  • Knowledge of, or experience with, artificial intelligence tools and governance, data visualization tools (Tableau, PowerBI) for data analysis and reporting, or other industry-leading software.
  • Previous experience or foundational knowledge of Medicaid programs, HIPPA regulations, pharmacy regulations or the VDP.

Responsibilities

  • Evaluate software development lifecycle documentation to ensure technical designs satisfy all project specifications.
  • Confirm that business needs and technical communications for current and future vendor programs are integrated into formal policies and procedures.
  • Partner with the Vendor Drug Program, MCS, HHSC, and other state entities and trading partners to diagnose and resolve system issues or implement necessary changes.
  • Produce ad-hoc reports and perform complex data queries across data sets for managed care organization (MCO) encounters and fee-for-service.
  • Provide contract oversight for technology vendors, ensuring that operational outputs and new developments align with agency mandates, strategic plans, and contract terms.
  • Serves as the primary technical contact for pharmacy managed care and fee-for-service data. Oversees VDP systems (claims, rebates, prior authorization), managing requirements, interfaces, and troubleshooting to ensure operational continuity.
  • Assesses applications for efficiency using system analysis and research into federal/state regulations. Evaluates and implements AI and automated tools to improve workflows while ensuring compliance with Texas AI governance and privacy standards.
  • Evaluates vendor deliverables (project plans, designs, tests) for alignment with standards and policies. Leads User Acceptance Testing (UAT) and reviews SDLC documentation to ensure technical designs meet project requirements.
  • Leads workgroups to refine business requirements and agency standards. Oversees staff training on new systems (including Artificial Intelligence literacy) and participates in RFI/RFP/RFO evaluations for program technology.
  • Communicates technical information and system changes to management and non-technical staff. Resolves conflicts and coordinates with HHSC, MCOs, and other state agencies on data interfaces and system issues.
  • Manages the program’s issues databases (OIG referrals, retro claims, vouchers) and develops ad-hoc reports, charts, and diagrams to analyze system costs, benefits, and data trends.
  • Performs related work and other duties as assigned to support VDP operations.
