About The Position

A Texas state government agency is seeking two senior-level Systems Analyst 3 consultants to support a statewide Enterprise Resource Planning (ERP) environment. The role focuses on functional and technical support of a PeopleSoft HCM 9.2-based HR/Payroll system serving numerous state agencies. Candidates will provide advanced Level 2 support, system configuration, incident management, security oversight, compliance support, project coordination, and functional leadership.

Requirements

  • 15+ years of Texas state policy knowledge.
  • 15+ years of federal labor law expertise.
  • 10+ years supporting PeopleSoft HCM 9.2 CAPPS HR/Payroll environments.
  • 10+ years supporting large statewide agency networks (30+ agencies).
  • 8+ years serving as an FMLA configuration and compliance SME.
  • 15+ years with Application Designer, Integration Broker, SQL, SQR, BI Publisher, SAP Business Objects, and related tools.
  • 12+ years performing PeopleSoft system configuration.
  • 12+ years supporting batch processing and job scheduling.
  • 12+ years applying security best practices, NIST standards, and multi-tenant ERP security.
  • 10+ years supporting PUM, Fluid UI, and Elasticsearch.
  • 8+ years managing Approval Workflow Engine (AWE).
  • 10+ years providing Tier 2 support in environments utilizing Tier 3 managed services.
  • 10+ years handling Priority 1 and Priority 2 incidents.
  • 10+ years participating in disaster recovery exercises.
  • 10+ years supporting fiscal year-end processes at a statewide level.
  • 10+ years performing CAPPS/SPRS synchronization activities using SQL.
  • 10+ years strategic planning and roadmap development.
  • 10+ years functional project management.
  • 10+ years executive presentation experience.
  • 10+ years audit and open records support.
  • 10+ years vendor management and contract compliance oversight.
  • 8+ years preparing WCAG 2.1-compliant materials.
  • 3+ years applying ITIL principles and practices.

Responsibilities

  • Serve as a senior functional and technical analyst supporting statewide HR/Payroll ERP operations.
  • Provide advanced Level 2 support for high-profile agencies.
  • Perform intake assessment, issue triage, troubleshooting, root-cause analysis, and incident resolution.
  • Analyze logs, reproduce issues, and investigate integration, database, and configuration problems.
  • Configure and maintain PeopleSoft HR/Payroll modules.
  • Support Workforce Administration, Payroll Interface, Commitment Accounting, Time and Labor, TAM/CG, and security administration.
  • Ensure compliance with state policies, federal labor laws, and FMLA requirements.
  • Create and review Functional Design Documents (FDDs).
  • Support integrations, APIs, middleware, and interface troubleshooting.
  • Monitor system performance, batch processing, scheduled jobs, and operational health.
  • Maintain security controls, including multi-tenant ERP security requirements.
  • Participate in fiscal year-end, calendar year-end, legislative updates, federal mandates, and major system initiatives.
  • Coordinate with agencies, vendors, policy teams, technical teams, and managed services providers.
  • Participate in disaster recovery testing, upgrade testing, audits, and major incident management activities.
  • Deliver presentations to executive leadership, user groups, and steering committees.
  • Provide training, mentoring, and cross-training for junior analysts.
  • Ensure all digital content complies with WCAG 2.1 accessibility standards.
