About The Position

Texas Health and Human Services Commission requires the services of 1 Systems Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission. This role involves understanding business objectives and problems, identifying alternative solutions, performing studies and cost/benefit analysis of alternatives. The analyst will analyze user requirements, procedures, and problems to automate processing or to improve existing computer systems. This includes conferring with personnel to analyze current operational procedures, identify problems, and learn specific input and output requirements. The analyst will write detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs, and review computer system capabilities, specifications, and scheduling limitations to determine if requested programs or program changes are possible within the existing system. The position is seeking a Cloud Data Migration Engineer with hands-on experience migrating Oracle workloads to AWS using AWS DMS, supporting full-load, CDC, and real-time streaming data migration architectures. The ideal candidate will have strong expertise in AWS infrastructure and networking (VPCs, subnets, security groups, VPNs, Direct Connect), cloud-native services (EC2, RDS, S3, IAM, Lambda), and Infrastructure as Code using Terraform or CloudFormation. Experience with ETL/ELT processes, migration planning, cutover and rollback strategies, automation using Python/Bash/PowerShell, and monitoring through CloudWatch and CloudTrail is required. Strong communication skills and experience modernizing legacy on-premises systems in hybrid cloud environments are highly desirable.

Requirements

  • 8 years of experience in IT, supporting the design, development, deployment, or delivery of technology solutions.
  • 8 years of experience using AWS Database Migration Service (DMS) to migrate data from Oracle to AWS.
  • 8 years of experience with batch and real-time data ingestion, including full loads, Change Data Capture (CDC), and streaming architectures.
  • 8 years of experience with AWS cloud services, specifically designing and implementing infrastructure and networking (VPC, subnets, security groups, routing).
  • 8 years of experience with core AWS services (EC2, RDS, S3, IAM, Lambda) and infrastructure-as-code tools (CloudFormation or Terraform).
  • 8 years of experience with ETL/ELT processes and data integration methodologies in cloud migration projects.
  • 8 years of experience with scripting and automation using Python, Bash, or PowerShell.
  • 8 years of experience configuring and managing cloud network security, including VPNs, Direct Connect, and security groups.
  • 8 years of experience with monitoring and logging tools (e.g., AWS CloudWatch, CloudTrail).
  • 8 years of experience developing data migration and cutover plans, including rollback strategies and minimizing downtime.
  • 8 years of excellent communication skills, both verbal and written, including documenting technical designs and migration runbooks.
  • 8 years of experience with hybrid cloud/on-premises connectivity and legacy system modernization.
  • Candidates must be LOCAL TO THE AUSTIN AREA ONLY (Within 50-mile radius).

Nice To Haves

  • 4 years of AWS certification(s) such as AWS Certified Solutions Architect or AWS Certified Database – Specialty.
  • 1 year of experience working in public sector or state government environments.

Responsibilities

  • Migrate Oracle workloads to AWS using AWS DMS, supporting full-load, CDC, and real-time streaming data migration architectures.
  • Design and implement AWS infrastructure and networking (VPCs, subnets, security groups, routing).
  • Utilize core AWS services (EC2, RDS, S3, IAM, Lambda).
  • Implement ETL/ELT processes and data integration methodologies in cloud migration projects.
  • Develop data migration and cutover plans, including rollback strategies and minimizing downtime.

Benefits

  • Services shall be provided during normal business hours unless otherwise coordinated through the Agency.
  • Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.
  • Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
