About The Position

Seeking a Senior Data Analyst / Systems Analyst 3 to support enterprise Integrated Eligibility initiatives. This role combines business analysis, data analysis, and reporting/dashboard design to drive data-informed decision-making across critical health and human services programs. The ideal candidate will have extensive experience working on Integrated Eligibility systems throughout the full Software Development Life Cycle (SDLC), leading JAD (Joint Application Development) sessions, eliciting and documenting business requirements, performing complex SQL-based data analysis, assessing data quality, and designing dashboards with KPIs and performance measures.

Requirements

• 8+ years of IT experience supporting the design, development, or delivery of technology solutions.
• 8+ years of experience with Integrated Eligibility systems, including involvement across the full SDLC (requirements through implementation).
• 8+ years of experience in business analysis and data analysis.
• 8+ years conducting JAD sessions, eliciting requirements, and documenting business processes and analytical findings.
• 8+ years of hands-on SQL experience, including the ability to create and execute complex joins and queries.
• 8+ years of experience performing data quality analysis.
• 8+ years of experience designing dashboards, measures, and KPIs.
• 4+ years of experience with the Texas Integrated Eligibility Redesign System (TIERS).

Responsibilities

• Collaborate with business stakeholders, program teams, and technical staff to analyse business objectives and operational challenges.
• Lead JAD sessions, workshops, and stakeholder interviews to gather and validate business and data requirements.
• Document business processes, functional requirements, data analysis findings, and system specifications.
• Develop and execute complex SQL queries, including multi-table joins and advanced data extraction logic.
• Perform data profiling, validation, reconciliation, and data quality analysis to identify anomalies and ensure data integrity.
• Design and define dashboards, KPIs, metrics, and performance measures that support executive and operational reporting.
• Translate business needs into actionable analytical insights and technical requirements.
• Participate in the full SDLC, including requirements, analysis, testing support, implementation, and post-production validation.
• Evaluate system capabilities, constraints, and enhancement requests to recommend effective solutions.
