System Program Integrator

City of Plant City•Utilities Maintenance, FL

About The Position

Under the general direction of the Mechanical Electrical Foreman III, the System Program Integrator builds computing systems for the City by combining hardware, software, networking, and storage products from multiple vendors. The position maintains and troubleshoots instrumentation—including control valves and flow, pressure, and level transmitters—in the water and wastewater collection and distribution system. It requires knowledge of PLCs, SCADA systems, networking, radio telemetry, computer-controlled analog and digital I/O systems, ladder logic, and HMI graphics, along with familiarity with motors, starters, VFDs, electrical diagrams, and safe work around voltages up to 480V. The role supports installation, programming, testing, maintenance, modification, calibration, inspection, and repair of electrical, electronic, instrumentation, and process-control equipment and systems used in water and wastewater facilities, lift stations, and other industrial operations. It also provides field support, coordinates work with operations and outside contractors, supports facility-computer access and equipment in coordination with the City’s IT department, and may direct, train, or supervise technicians. The position may require mechanical work and assignment to other areas of the department or City as needed. Employees must be able to work independently and safely in industrial environments, including around wastewater, moving machinery, high voltage, and outdoor conditions. All employees may be required to work before, during, or after emergencies and may be temporarily assigned duties, locations, or schedules outside their normal scope to meet the needs of the City and its citizens.

Requirements

  • Five years of experience maintaining and repairing electrical and control systems.
  • Five years of experience in PLC programming, control, and instrumentation for water/wastewater facilities, with familiarity with SCADA systems.
  • Graduation from an accredited high school or possession of an equivalency diploma, or higher.
  • Florida driver’s license.
  • Ability to take independent action without constant supervision and make logical decisions based on training and experience.
  • Ability to work in or around wastewater and related jobs, moving machinery, and high voltage safely.
  • Good safety record.
  • Good physical condition and ability to work outdoors in the elements while performing extensive electrical and mechanical repairs without direct supervision.
  • Willingness to support other employees and departments in a team atmosphere.
  • Knowledge of electrical safe-work practices and procedures; industrial automation, control panels, PLCs, instrumentation, and appropriate instrument applications.
  • Knowledge of radio-communications telemetry software and hardware, and ability to troubleshoot and program with related software.
  • Strong computer skills, including Microsoft Office, Outlook, and Excel.
  • Ability to use scientific and analytical computer software, calculators, voltage and current meters, electronic probes, process multimeters, and specialized calibration equipment in an industrial setting.
  • Ability to work varied schedules, including during emergencies and disaster situations.
  • Ability to interpret engineering plans, diagrams, schematics, PLC ladder logic, and blueprints.
  • Ability to work safely with low- and high-voltage systems up to 480V and read electrical diagrams.
  • Technical electrical training or schooling may supplement a lack of hands-on experience.
  • Required FEMA courses IS-100, IS-200, IS-700, and IS-800 must be completed within two years.
  • Various safety training is required, including lockout/tagout.
  • An equivalent combination of education, training, and experience may provide the necessary knowledge, skills, abilities, and competencies.
