Requirements

  • Ability to form good relationships with customers and mission partners
  • Reach out to external customers for requirements and understanding of the data and the data needs of the users
  • Ability to critically think through complex data flow problems, break down effort into manageable tasks, and create/maintain scope out of sometimes vague customer requirements.
  • Good working skills with Atlassian products such as Confluence and Jira
  • Good understanding of data processing capabilities
  • Understands system-to-system connections for data flow processes
  • Basic understanding of NiFi, should understand flow file attributes or be able to learn it quickly
  • Understanding of SIGINT collection and analysis
  • Experience with Military Cryptologic Offices, Tactical Collection Capabilities, Military SIGINT architectures and related data flows.
  • A Bachelor’s degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus fifteen (15) years of systems engineering experience.
  • A High School Diploma or GED plus nineteen (19) years of general system engineering experience (any Process Area).
  • A Master’s degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus thirteen (13) years of systems engineering experience.
  • A PhD in a Qualified Engineering Field or a related discipline from an accredited college or university plus thirteen (13) years of systems engineering experience.

Nice To Haves

  • Experience with Electronic Warfare operations, sensors and related data
  • Familiar with data formats such as CSV, JSON, PCAP and XML
  • Understanding of tactical datalinks and command and control signals
  • Understanding of data architectures
  • Experience with Intelligence Community
  • Experience with DoD Service Intelligence Centers (such as NASIC)
  • Understanding of DoD command structures and relationships

Responsibilities

  • Applies systems engineering principles throughout the systems life cycle phases: Concept, Development, Production, Utilization, Support, and Retirement.
  • Interacts with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts.
  • Communicates with other program personnel, government overseers, and senior executives.
  • Responsibility for the technical integrity, quality, and completeness of work performed and deliverables associated with one or more of the 25 process areas defined by ISO/IEC15288: (U) Technical Process Area - Stakeholder Requirements Definition, Requirements Analysis, Architectural Design, Implementation, Integration, Verification, Transition, Validation, Operation, Maintenance, and Disposal; (U) Project Process Area - Project Planning, Project Assessment and Control, Decision Management, Risk Management, Configuration Management, Information Management, and Measurement; (U) Enterprise (Organizational Project-Enabling) Process Area - Project Portfolio Management, Infrastructure Management, Lifecycle Model Management, Human Resource Management, and Quality Management; (U) Agreement Process Area - Acquisition and Supply.
