Requirements

Ability to form good relationships with customers and mission partners
Reach out to external customers for requirements and understanding of the data and the data needs of the users
Ability to critically think through complex data flow problems, break down effort into manageable tasks, and create/maintain scope out of sometimes vague customer requirements.
Good working skills with Atlassian products such as Confluence and Jira
Good understanding of data processing capabilities
Understands system-to-system connections for data flow processes
Basic understanding of NiFi, should understand flow file attributes or be able to learn it quickly
Understanding of SIGINT collection and analysis
Experience with Military Cryptologic Offices, Tactical Collection Capabilities, Military SIGINT architectures and related data flows.
A Bachelor’s degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus fifteen (15) years of systems engineering experience.
A High School Diploma or GED plus nineteen (19) years of general system engineering experience (any Process Area).
A Master’s degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus thirteen (13) years of systems engineering experience.
A PhD in a Qualified Engineering Field or a related discipline from an accredited college or university plus thirteen (13) years of systems engineering experience.

Nice To Haves

Experience with Electronic Warfare operations, sensors and related data
Familiar with data formats such as CSV, JSON, PCAP and XML
Understanding of tactical datalinks and command and control signals
Understanding of data architectures
Experience with Intelligence Community
Experience with DoD Service Intelligence Centers (such as NASIC)
Understanding of DoD command structures and relationships

Responsibilities

Applies systems engineering principles throughout the systems life cycle phases: Concept, Development, Production, Utilization, Support, and Retirement.
Interacts with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts.
Communicates with other program personnel, government overseers, and senior executives.
Responsibility for the technical integrity, quality, and completeness of work performed and deliverables associated with one or more of the 25 process areas defined by ISO/IEC15288: (U) Technical Process Area - Stakeholder Requirements Definition, Requirements Analysis, Architectural Design, Implementation, Integration, Verification, Transition, Validation, Operation, Maintenance, and Disposal; (U) Project Process Area - Project Planning, Project Assessment and Control, Decision Management, Risk Management, Configuration Management, Information Management, and Measurement; (U) Enterprise (Organizational Project-Enabling) Process Area - Project Portfolio Management, Infrastructure Management, Lifecycle Model Management, Human Resource Management, and Quality Management; (U) Agreement Process Area - Acquisition and Supply.
