About The Position

Assists the Manager of Servers and Networks to provide guidance to the Server Team while encouraging cooperation and interaction between its members. Provide leadership in the recommendation, development, configuration, installation, administration and optimization of the County’s hardware, disk storage and software for the County’s server-based computer systems. Ensures the availability of a server-based and web-based applications and the ability for the County’s users to log-on to a functioning computer each day and access e-mail, the internet and their business related applications so that they can perform their vital business functions. Provides a stable and technologically relevant server and storage environment.

Management Scope: Supervise System Engineer I, II & Senior.

Requirements

• Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Computer Science, or in a job-related field of study.
• Five (5) years of experience in Systems Engineering which involved the maintenance of compute and storage systems, including two (2) years supervisory experience.
• Expert knowledge of data center design, management and operations; software-defined data center theory; software-designed storage theory; disaster recovery and data protection operations; information security as it pertains to compute and storage environments; cloud technologies; storage area networks and fiber channel/iSCSI; the Dallas County Department of Information Technology policies and procedures; project management and research techniques; the concepts, practices, and procedures of other information technology fields and their interaction with data center functions.
• Expert ability to perform market research and product evaluation testing; troubleshoot and resolve very complex problems in a compute and storage environment; analyze and understand line of business application operations; analyze and interpret business requirements and transform them into architectural designs and create related documentation; establish and maintain effective working relationships; communicate clearly, orally and in writing with varying levels of the organization with varying technological understanding.
• Knowledge of: Windows/Linux Identity and Access Management Services, Windows/Linux Operating System Services, email Services, Compute or Storage Services, Cloud Services, Data Protection/Disaster Recovery Services, Security Services.
• Must possess a valid Texas Driver's License and good driving record.
• Will be required to provide a copy of 10-year driving history.
• Must maintain a good driving record and remain in compliance with Article Il, Subdivision Il of the Chapter 90 of the Dallas County Code.
• Individuals holding or considered for a position which has, or may have, access to criminal justice databases including the FBI Criminal Justice Information Systems, NCIC/TCIC and similar databases, must pass a national fingerprint-based records check prior to placement in such position and may be denied placement in such positions and/or access to such systems. Incumbents must also maintain the ability to pass the records check while in the position or until such time that the Commissioners Court and the County Civil Service Commission deem this position no longer has this requirement.

Responsibilities

• Acquires, architects, installs, configures, maintains, and operates hardware and software solutions to manage and monitor compute and storage environments to meet application and core service requires; architects, implements, maintains, and operates data protection and system disaster recovery solutions; ensures data and systems are backed up, replicated and recoverable as required and manages cabinet, cabling, and power configurations; serves as the main point of contact for Teams, SharePoint, and Azure AD issues; provides Tier1 on-call support after hours and point of contact with other teams or vendors in case of any outage.
• Troubleshoots and resolves identified and reported problems; serves as an escalation contact for complex issues; works with vendors to resolve problems; performs advanced scripts writing. Escalation point for team when troubleshooting any outages or issues. Responsible for yearly performance reviews and mentoring underachieving admins, recommending training.
• Serves as senior technical lead on highly complex projects; interacts with project teams, vendors, and other agencies to gather requirements and recommends server and storage solutions; provides technical guidance for solutions, coordinates equipment deployment and participates in systems installation, configuration, and testing; manages licensing, certificate, and maintenance contract renewals; oversees the daily operations of the data centers, which includes power management, county personnel, vendor access, and future technology strategies; manages SharePoint Team site for IT Operations; manages ticketing assignments and makes sure that all SLA’s are being met.
• Provides direction in complex problem-solving situations, identifies and recommends process improvement; assists in planning and preparing for future technology solutions; stays up to date with emerging technologies and trends; researches, evaluates and tests emerging technologies and makes recommendations; maintains CJIS, HIPAA, and PCI updates to systems when changes occur in these; creates and provides online automated forms for out of office requests, new server builds, on-call schedules, and other request forms that the desktop team utilizes.
• Works directly with Manger and Asst Chief in annual budget planning and procurement processes; assists in developing budget plans and spend plans for future year budgets; obtains vendor quotes and negotiates purchases.
• Performs other duties as assigned.
