About The Position

The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses. This position is with the Workers' Compensation Division (WCD). WCD administers, regulates, and enforces the laws and administrative rules governing the Oregon workers' compensation system. This position is represented by the Service Employees International Union (SEIU). This position is eligible to telework on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular scheduled office hours are also required, as the incumbent will be required to be in office to support in-person training needs, training materials, and delivery of training and other activities associated with active training activities and execution.

Requirements

  • Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment OR Five years of work experience designing, planning, and implementing organizational development strategies
  • A bachelor's degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above.
  • Experience leading training within large-scale IT modernization or system replacement projects.
  • Ability to coordinate training with project team resources, leadership, technical staff, SMEs, vendor resources, and various other internal and external stakeholder groups
  • Consistent commitment to providing clear guidance, support, and feedback to learners and partners
  • Commitment to customer service, respectful workplace practices, and supporting a diverse and inclusive learning environment
  • Ability to tailor instructional materials and training delivery for varied knowledge levels, job roles, and learning styles

  • The salary range listed is the non-PERS eligible rate.
  • If you are already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.

Responsibilities

  • Serve as a dedicated system trainer to support a major IT system replacement project as well as training/support on the new technology solution for both new employees and also for support and retraining of current employees.
  • Developing the training plan and training strategy
  • Conducting assessments
  • Developing training materials and guides
  • Adapting instructional content and delivery methods for various levels of knowledge and learning styles
  • Developing metrics to assess needs and effectiveness, plan execution, and evaluation
  • Partnering closely with a wide variety of cross-functional teams and resources to gather information, validate training material, and assist with the development of OCM/communications to support all phases of the training plan
