We are seeking three (3) talented individuals to serve as Learning & Development Specialists for the Oregon Eligibility Partnership (OEP) Learning and Engagement team (OEP-LET). In this position you will research, design, develop and deliver training to ODHS staff virtually and in-person. Oregon Eligibility Partnership: Oregon Eligibility Partnership, or OEP, provides direction and resources to everyone working to determine eligibility for Oregonians applying for and receiving medical, food, cash and childcare benefits through the ONE eligibility system. Requirements

  • A valid driver’s license and acceptable driving record are required for this position.
  • Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment; OR Five years of work experience designing, planning, and implementing organizational development strategies.
  • A bachelor's degree in education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above.

Nice To Haves

  • Experience developing training to a diverse audience in both a classroom setting and distance/virtual learning setting while exhibiting cultural humility.
  • Experience writing in a clear and concise manner when developing, implementing, revising and evaluating training curriculum, lesson plans, student guides, manuals, and Quick Reference Guides for adult learners on policy, rules, procedures, business process change, technology solutions and/or skills.
  • Experience working collaboratively with a variety of different partners while giving and receiving critical feedback.
  • Demonstrates Proficiency with technology using software applications such as: Microsoft Office (Word, Excel, PowerPoint, and Outlook), Microsoft TEAMS, Zoom, Visio, SnagIt, Adobe Acrobat, Adobe Presenter, Adobe Connect.
  • Demonstrates capabilities to design, develop, and maintain web-based training using: Articulate Storyline, PowToon, and Audio/Video, Media Editing Tools.

Responsibilities

  • Develop instructor lead trainings for virtual and in-person learning.
  • Develop web-based training for self-paced training.
  • Identify learning and development needs and desired outcomes.
  • Coordinate learning opportunities and collaboratively design courses specific to ODHS leadership teams, program staff, and partner needs.
  • Monitor and evaluate progress of initiatives, implementing curriculum improvements based on outcomes and feedback.
  • Collaborate with subject matter experts on course content and feedback.
  • Adjust instruction and materials as needed for program and policy changes.
  • Enhance and extend knowledge of adult learning trends, research and tools to maintain expertise in relevant topic areas and learner accessibility.
  • Provide leadership status reports that identify barriers and proposed solutions that meet agency objectives.
