Under the general supervision of the Child Care Regulations Infrastructure Supervisor, performs the technical planning, design, and implementation of new and revised information system functions for the CCR support group. Responsibilities include: Participation in project plans; the analysis, design, programming, testing and documentation of system features, training new personnel, enforcing HHSC standards and procedures, coordination of projects with users and other internal and external IT groups and providing technical assistance to both internal and external stakeholders. This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel to other work locations may be required. Performs other duties as assigned. Selected candidate must be willing to work from the HHS office located on 701 W. 51st Street, Austin, Texas.

Requirements

  • Knowledge of Software Development Life Cycle (SDLC) principals and procedures.
  • Knowledge of common practices and techniques for the electronic exchange of data.
  • Knowledge of database management systems such as Sybase, Oracle and/or SQL Server
  • Knowledge of information systems project methodologies
  • Skill in working collaboratively with multiple stakeholders to achieve consensus and common goals.
  • Skill in planning, scheduling and prioritizing work assignments
  • Skill in written and verbal communications
  • Skill in writing and testing code, including new and maintenance
  • Ability to analyze problems and develop solutions to correct the problems
  • Ability to analyze functional/design requirements and to develop solutions to implement the requirements

  • Ability to work and communicate effectively with others
  • Ability to meet deadlines and work on projects with changing priorities
  • Graduation from an accredited four-year college or university with a major in computer Science, Business Administration, Management, or related fields. May substitute direct work experience on a year-for-year basis.
  • Minimum of 5 years’ experience as a Business Analyst or similar job function with at least two years in an Agile SDLC environment.

Responsibilities

  • Assists in development of project documentation based on HHSC/DIR requirements.
  • Assists in the development of application on-line help.
  • Conducts requirements gathering with non-technical Subject Matter Experts to understand business process needs and program requirements to create Use Cases, flow charts, acceptance criteria and other documentation needed for system enhancements.
  • Analyzes new and existing business processes to determine how modifications and changes will impact the system.
  • Serves as a technical expert responsible for working with non-technical and technical stakeholders to ensure clear and effective communication is maintained throughout the Software Development Life Cycle.
  • Ensures that design complies with HHSC standards.
  • Performs necessary testing of assigned programs, including the generation of test data, writing test scripts/execution sequences, examining test results, debugging detected errors, etc.
  • Uses current software development methods/techniques and established development standards (which include testing standards) to ensure the quality and maintainability of applications.
  • Provide status reports on enhancement activities and resolution of issues impacting an information system.
  • Notify immediate manager and technical lead of critical issues impacting the system’s ability to deliver services as designed.
  • Attends regular status meetings to update team members such as developers, business analysts, database administrators and project managers on progress of assigned work.
  • Regularly updates assignments through the use of a ticketing system allowing for the sharing of information with project team members.
  • Provides information to non-technical and technical staff via email, telephone and formal presentations covering such topics as system functionality, data collection processes and other technical issues as needed.
  • Facilitate information sharing to ensure knowledge transfer and the elimination of single points of failure for an information system.
  • This will be done through one-on-one discussions, group sessions to review system documentation and preparation of written documentation illustrating system architecture, workflows and dependencies for project deliverables.
  • Update immediate supervisor, other management team members and system stakeholders as needed regarding recommended implementation strategies and solutions.
  • Actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
