About The Position

This position provides senior-level functional and technical support for the CAPPS HR/Payroll (HCM 9.2) system across statewide agencies. The role involves leading HR/PY module configuration, FMLA compliance, workflow (AWE) setup, batch job oversight, and system enhancements. The analyst will support agencies through Tier 2 troubleshooting, incident management, fiscal year-end activities, DR exercises, upgrade testing, and audit preparation. Collaboration with policy teams, analysts, vendors, and over 100 agencies is key to interpreting Texas HR policies, resolving issues, and ensuring system accuracy, security, accessibility (WCAG 2.1), and multitenancy compliance. Responsibilities also include preparing documentation, delivering training, maintaining queries and reports, supporting lifecycle management (PUM, Fluid, Elasticsearch), and ensuring all work aligns with CPA processes, ITIL practices, and statewide standards.

Requirements

  • 15+ years extensive knowledge of State of Texas policies
  • 15+ years extensive knowledge of federal labor laws
  • 15+ years advanced technical skillsets with App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects
  • 12+ years performing system configuration changes
  • 12+ years overseeing batch jobs including Run My Jobs (RMJ)
  • 12+ years applying NIST standards, security best practices, and multi-tenancy requirements
  • 10+ years supporting 30+ Texas state agencies
  • 10+ years supporting CAPPS HR/Payroll in PeopleSoft HCM 9.2
  • 10+ years functional project management for CPA’s CAPPS program
  • 10+ years coordinating statewide Fiscal Year Process
  • 10+ years Tier 2 Service Desk Support with Tier 3 vendor coordination
  • 10+ years supporting Priority 1 & 2 incidents under MIM
  • 10+ years participating in Disaster Recovery exercises
  • 10+ years creating and managing strategic roadmaps
  • 10+ years preparing executive-level presentations
  • 10+ years supporting audits and open records requests
  • 10+ years interpreting contractual language and enforcing vendor compliance
  • 10+ years experience with PUM, Fluid, Elastic Search
  • 8+ years CPA SQL experience for CAPPS–SPRS synchronization
  • 8+ years SME-level FMLA configuration and coding
  • 8+ years preparing WCAG 2.1-compliant materials
  • 3+ years knowledge of ITIL, ITSM, and ITAM principles
