About The Position

This position is within the Department of Health and Human Services (DHHS), Social Services Program Specialist I, in the Division of Licensing and Certification. The role involves conducting licensing surveys for Home and Community Support Service Agencies to ensure compliance with state licensing rules. It also includes investigating complaints and facility-generated incident reports alleging non-compliance. The surveyor will determine compliance through observation, document review, and interviews, and will be responsible for planning, coordinating, and monitoring licensing activities for their assigned workload. The position requires statewide travel, occasional overnight stays, and occasional night or weekend surveys. Requirements

  • Six (6) years of education and/or professional experience in social services casework, social services program development/delivery, or social services related fiscal/budget administration/analysis work.

Responsibilities

  • Conducting licensing surveys for Home and Community Support Service Agencies to ensure compliance with applicable state licensing rules.
  • Investigating complaints and facility-generated incident reports alleging non-compliance with State rules.
  • Determining, based on observation, document review, and interviews, whether agencies/programs are in compliance with licensing requirements.
  • Planning, coordinating, and monitoring licensing activities for assigned workload.
  • Completing investigations of allegations of noncompliance and completing scheduled inspections related to license issuance.
  • Documenting survey and investigation findings in Statements of Deficiencies in a thorough and timely manner.
  • Interviewing complainants and witnesses to obtain information regarding complaint allegations and completing detailed investigation reports.
  • Reviewing records and making observations of agency operations.
  • Reviewing agency-generated Plans of Correction to ensure that these plans address all deficiencies cited.
  • Providing technical assistance to agencies/providers.
  • Participating in appropriate training and staff meetings at the request of the supervisor/manager.
