The Defense Finance and Accounting Service (DFAS) seeks a Supervisory IT Program Manager (Infosec) to support its mission of leading Department of Defense finance and accounting and delivering efficient, high-quality pay and financial information. The position analyzes business operations and processes for compliance with guidelines, procedures, and internal controls, and identifies actual or potential problems and their causes. The role plans, directs, organizes, coordinates, and supervises employees performing life-cycle management for a major DoD or DFAS automated information system (AIS) or management information system (MIS). It develops AIS program and budget requirements, justifications, and documentation to meet DoD life-cycle management and financial management regulations. The position also leads technical architecture, modernization, and migration of legacy agency applications to secure, scalable cloud-native solutions. This includes PaaS, SaaS, containerized platforms, and microservices, with Microsoft Azure as the primary cloud environment. The role provides strategic leadership for enterprise cloud planning, architecture, and governance; develops Infrastructure as Code capabilities; and designs future-state multi-cloud and hybrid-cloud architectures using AWS, GCP, and OCI as mission requirements dictate. This is a national security position that may require access to classified information and a favorable security determination. DoD 8140 foundational qualifications must be completed within 9 months and residential qualification requirements within 12 months. Moving expenses will be paid. Telework is rare and limited to case-by-case situations when Agency Leadership determines it serves a compelling DoD need. Occasional travel is required.
