About The Position

The Office of Technology Services (OTS) was established to recognize cost savings through the consolidation of State IT assets and resources. OTS leads the State’s technology procurement process to standardize technology, seek operational efficiencies, and ensure scalability of new products. The State intends to secure temporary IT personnel for the Support Services Project Manager/Specialist role. This position will focus on large-scale infrastructure transitions and vendor management, specifically the AT&T Legacy Services Conversion Project (Copper to-Cloud initiative), migrating approximately 13,000 statewide copper wire services to VoIP or LTE solutions. It will also involve providing oversight and resolution for AT&T ordering and provisioning issues, and supporting the management and monitoring of existing/new NCS network and voice ITB, RFP, RFR, RFI contracts. Additionally, this role will provide technical and administrative support for the AT&T Legacy Services Conversion Project (C2C) milestones, conduct network and voice service and billing audits, develop and deliver training on communications billing audit procedures, and lead/train staff on VoIP service implementations, including HELD Protocol migrations. Resources must reside within the Baton Rouge Metropolitan Area.

Requirements

  • Minimum of 15 years’ experience with telecommunications technologies.
  • Advanced understanding of telecom vendors, available services, and project management workflows.
  • Extensive knowledge of Centrex, and other AT&T service offerings, including infrastructure, features and billing processes.
  • Direct experience delivering telecommunications services to State governments with an in depth understanding of their unique network/telecom needs.
  • Experience leading financial and billing audits, with a focus on reconciling invoices, identifying billing errors, and quantifying cost savings.
  • Extensive VoIP service implementation experience, including knowledge of network infrastructure requirements.
  • Expertise in the development, structuring, and actively monitoring complex network and telecom contracts.
  • In-depth knowledge of E911 regulations, best practices, and technologies, including network foundations.

Responsibilities

  • Lead the project lifecycle for the AT&T Legacy Services Conversion Project (aka Copper to-Cloud (C2C) initiative), migrating approximately 13,000 statewide copper wire services to VoIP or LTE solutions.
  • Provide oversight and resolution for AT&T ordering and provisioning issues.
  • Support the management and monitoring of existing/new NCS network and voice ITB, RFP, RFR, RFI contracts to ensure state government and operational compliance.
  • Provide technical and administrative support to ensure the AT&T Legacy Services Conversion Project (C2C) milestones are met statewide.
  • Conduct comprehensive network and voice service and billing audits to ensure accuracy.
  • Develop and deliver training to new and existing NCS staff on communications billing audit procedures and compliance standards.
  • Lead and train NCS staff on complex, specialty VoIP service implementations, including HELD Protocol migrations to modernize emergency location services.
