About The Position

Network Rail Consulting (NRC) is the international consultancy arm of Network Rail – the owner and operator of Britain’s mainline rail system. We have been active in the North American, Australian and the Middle East markets since 2013 and have successfully delivered more than 150 consultancy contracts for government, public and privately owned organizations. Through our consulting services in the United States (US), we are assisting both public agencies and private clients in the transportation sector to accelerate transformation efforts, make step-changes in major program delivery, and achieve leaps forward in areas such as asset management & maintenance, major projects, railway operations, strategic planning and advisory. NRC supports multiple US clients from our strategic locations in Washington DC, New York City, and Boston, as well as West Coast clients from our offices in California and Seattle. We are seeking a Supply Chain Analyst for our Seattle location. You will work as part of our Seattle-based project team supporting Sound Transit’s LINK Light Rail system, and potentially other clients in Western USA. The key objective of this role is to help our clients improve asset availability by implementing improved methods of managing their supply chain. While you will support projects that provide advisory services, a key accountability will be the design and implementation of improved supply chain processes in partnership with our clients. In short, you will not just assess what should be done to improve the supply chain, you will partner with our clients to help them deliver on these improvements.

Requirements

Relevant supply chain experience covering all facets of Procurement, inventory control, and logistics.
Experience with ERP / EAM systems, and ways to improve the utilization of these systems to optimize the supply chain.
Experience cleansing Item Master data in Supply Chains with more than 100,000 SKUs.
A proven track record improving supply chain performance in an MRO environment.
Work with the transit supply community reducing lead times.
Experience reducing stock-outs and improving parts forecasting capabilities.
Use of data to identify improvement opportunities, and benchmark against peer organizations.
Experience improving Storeroom and logistics programs resulting in reduced inventory investment and higher inventory accuracy.
Strong communications skills across all levels of an organization that allow you to develop trust and credibility.

Nice To Haves

A solid network in the transit supply chain, preferably with Light Rail Vehicles and infrastructure.
Knowledge of APTA Circular 4220, and other regulations in the public sector related to procurement.
Experience with Maximo and/or Trapeze EAM systems is preferred.
Experience working within a unionized environment.
Lean and other continuous improvement tools such as Gemba, Root Cause Analysis and Value Stream Maps

Responsibilities

Using your experience in Purchasing, Logistics, and Warehousing, assess the current state of transit supply chains to identify gaps and opportunities to increase part availability, improve “wrench time” of maintenance personnel, and decrease inventory investment.
Identify ways to increase competition and alternative suppliers for sole-sourced spare parts in the transit supply chain.
Identify ways to increase inventory accuracy.
Use technology to automate the creation and revision of Order Points and Order Quantities.
Lead the development of Bills of Material for planned and unplanned repairs, and the creation of parts kits to increase “wrench time” and the effectiveness of the maintenance team.
In partnership with Instructional Designers, develop training programs for key stakeholders involved in the supply chain.
Using your communication skills, articulate what great looks like in the supply chain, and create a coalition that supports change and optimization of the supply chain.
Develop Process Maps and Value Stream Maps to illustrate the current state and illustrate opportunities to create value.
Publish recommendations and reports for our clients in support of supply chain improvement initiatives.
Design and implement performance metrics and dashboards to track supply chain trends and actions to improve performance.
