About The Position

The Maryland Department of General Services (DGS) supports State and local government agencies, as well as local non-profit organizations and the citizens of Maryland, by providing facilities management, real estate and surplus property services, as well as security and law enforcement for State buildings. DGS is also responsible for a full spectrum of facilities engineering, design and construction services, almost $1 billion in annual contract administration, and overseeing the State procurement process. This position is a two-year term position focused on reducing systemic barriers in public procurement by delivering training, technical assistance, and networking opportunities. The Supplier Engagement Program Administrator is responsible for leading the design, implementation, and growth of a statewide network that supports historically underserved businesses in successfully competing for state and local government contracts.

Requirements

  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
  • This position will require travel to offsite locations for in-person events throughout the State of Maryland.
  • Must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

Responsibilities

  • Design and implement a statewide supplier network, including staff and partner models.
  • Define program goals, align activities to results, and integrate operations into existing systems.
  • Coordinate training, workshops, and technical resources.
  • Build partnerships with procurement agencies, industry associations, and small business groups to expand contracting opportunities.
  • Track program impact and participant progress.
  • Use digital platforms to capture real-time data, manage operations, and generate improvement reports.
  • Manage public funding and ensure compliance.
  • Lead outreach to historically underserved businesses through marketing and digital campaigns.
  • Document policies, procedures, and administrative guides to ensure consistency.
  • Support innovation and special projects as needed.

Benefits

  • Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. The State of Maryland will subsidize 75% of the cost for medical and prescription coverage.
  • Option to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance (full premium paid by employee).
  • Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
