About The Position

This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Cyber Command, Fort Meade, Maryland. Duties Serves as the Cyber National Mission Force (CNMF) Deputy J-39 and Operations in the Information Environment (OIE) Subject Matter Expert (SME). Directs, organizes, and leads all activities related to the integration of OIE into current and future CNMF operations. Leads OIE planning during deliberate, crisis, and time-sensitive events, applying Joint Operations Planning Process (JOPP) principles. Researches, interprets, and applies DoD guidelines to write, staff, publish, and maintain all CNMF OIE planning documents. Provides management, guidance, and command and control (C2) over all CNMF operations, ensuring they meet all technical, legal, and regulatory requirements. Serves as the CNMF’s senior program manager for all Joint Information Operations Center (JIOC), Special Technical Operations (STO), Special Access Program (SAP), and ACCM activities. Fosters and refines mission-critical partnerships with a wide variety of government, allied, and foreign organizations as part of a Whole-of-Government/Coalition effort.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • May be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • May occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic random drug testing.
  • Must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • Must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • This position is in the Supervision/Management work category as defined by Cyber Excepted Service, DoDI 1400.25-V3007.
  • A one-year supervisory probation is required to assess your ability to perform supervisory duties.
  • One year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.
  • Specialized experience would be demonstrated by 1) Coordinating the integration of Operation Information Environment (OIE) capabilities into active and future joint military operations; 2) Assisting in conducting OIE planning during time-sensitive events; 3) Implementing the oversight of daily operational workflows to ensure activities comply with established technical, policy, and legal constraints.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • This position requires a 3 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.

  • Must be able to obtain and maintain a Top Secret security clearance with SCI.

Nice To Haves

  • A graduate of the Joint Information Planners Course Phase 2 (or equivalent) and of a joint or service accredited Military Deception/Defense Deception Activity course is preferred; ideal candidates will be graduates of the Psychological Operations Qualification Course (POQC) or equivalent.
