This is a military technician position with the 88th Regional Support Command, Reserve Personnel Action Center, St. Louis Hub, located at St. Charles, Missouri. This position requires an active membership as a Soldier in the Army Reserve before a start date can be set. Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • THIS POSITION REQUIRES ACTIVE MEMBERSHIP AS A SOLDIER IN THE U.S. ARMY RESERVE (USAR).
  • One year of specialized experience which includes 1) utilizing knowledge of military personnel, military finance and administrative regulations 2) managing military personnel programs 3) reviewing personnel/pay action and resolving complex pay issues 4) directing the work of subordinates 5) complying with internal controls and inquiries.
  • Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
  • Direct deposit of pay is required.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
  • As a supervisor, you must comply with the Army Civilian Education System (CES) course and timeline requirements.
  • The Supervisory Development Course (SDC) must be completed within one year of placement into a supervisory position, to include those with supervisory duties less than 25% of the position.

Responsibilities

  • Manage and provide technical advice and guidance regarding the establishment and maintenance of pay accounts.
  • Process, audit and edit of the complex pay actions.
  • Compile and analyze data to identify trends, deficiencies and accomplishments.
  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, and set deadlines.
  • Plan and draft military HR management policies and guides to meet the needs and goals of the SRPC.
  • Ensure compliance with internal controls to minimize pay problems and inquiries.
  • Manage personnel, finance and automated systems activities.
  • Give advice, counsel, and instructions to employees on both work and administrative matters.
  • Analyze significant military HR management issues and problems and develop recommendations and alternative solutions.
  • Prepare reports and present briefings.
  • Perform periodic quality control reviews.
  • Identify developmental and training needs of employees.
  • Manage and provide technical advice and guidance regarding a wide variety of military Human Resources (HR) programs.
  • Provide guidance, interpretations, training and/or briefings on current and proposed policies.
  • Research complex pay complaints and issues.
  • Supervise the daily activities of personnel.
