About The Position

The incumbent reports to the Patient Administration Service Section Chief. The PAS Assistant Outpatient Section Chief is responsible for coordinating administrative support activities related to the operation of the Outpatient Clinic Section at both the HCC and Community Based Outpatient Clinic (CBOC). Duties include but are not limited to: Manages a full range of nationally mandated programs and initiatives while also performing the full range of supervisory duties and responsibilities to effectively utilize the resources and manpower allocated. Familiar with all mandatory requirements including any VHA Directives related to VHA Outpatient Scheduling processes and procedures. Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of eligibility, enrollment, health benefits, etc. Conversant with concepts and requirements of patient aligned care teams and assist subordinates not only understanding their role but also being full and effective members of the care team. Plan, organize, and direct teamwork and negotiate effectively with management to accept and implement recommendations which may require extensive changes to established procedures. Knowledge of facility/agency goals and objectives and methods of evaluating program accomplishments and the structure of the healthcare system. Knowledge of VA medical benefit entitlements, clinic structure and functions and available ancillary services. Responsible for the implementation, monitoring, and management of the nationally mandated initiatives/programs across all affected services of the CBOC. Effectively build rapport and relationships with services outside of PAS to ensure that compliance with and implementation of all required directives, initiative, mandates, and handbooks is accomplished. Coordinates the leave of the Patient Administration Service supervisors, leads, and PAS staff approving time and leave as appropriate and arranging cross-coverage to provide adequate and appropriate staffing support across all administrative areas. Provide information regarding daily operations, provide guidance regarding technical and administrative matters and provide recommendations or coordinate activities with other services.

Requirements

  • Must be a U.S. Citizen.
  • Must complete all required steps in the process, including application, questionnaire, and online assessment.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Subject to background/security investigation.
  • Selected applicants will be required to complete an online onboarding process.
  • Acceptable forms of identification will be required to complete pre-employment requirements.
  • Participation in the seasonal influenza vaccination program is required.
  • Must serve a 1-year probationary period or 2-year trial period.
  • One year of specialized experience equivalent to at least the next lower grade GS-7.
  • Working knowledge of applicable public laws, federal and policies and regulations, station directives, legal decisions, and state laws dealing with care and treatment of veterans and beneficiaries.
  • Ability to interpret rules, regulations, policies, and procedures to make sound decisions, using good judgment.
  • Working knowledge of medical and administrative records systems to determine eligibility, register/admit patients, schedule/adjust tours of duty for staffing purposes, and to retrieve information and prepare reports.
  • Working knowledge of safety and fire prevention rules and regulations, of facility and community disaster plans and procedures.
  • Knowledge of medical and technical terminology and the functions of specialty departments and divisions within a medical center.
  • Ability to identify and analyze complex problems or situations with a wide range of variables.
  • Skill in communication and interpersonal relations, including the ability to appropriately and courteously relate to internal and external customers.
  • Current Federal employees must meet time-in-grade requirements (52 weeks at GS-7 for a GS-9 position).
  • SF-50 showing time-in-grade eligibility must be submitted.

  • If using foreign education, a Certificate of Foreign Equivalency must be submitted with transcript.
