About The Position

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is with U.S. Army Corps of Engineers, Ft Worth District with a duty station of Bossier City, LA, San Antonio, TX or Red River Army Depot, TX.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent may be subject to a one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • State Registration as a Professional Engineer (PE) license OR Licensed Architect (R.A.) NOTE: THIS MUST BE SUBMITTED WITH YOUR APPLICATION PACKAGE.
  • Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
  • Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
  • Degree: Bachelor's degree (or higher degree) in engineering.
  • Degree must be from a school with at least one ABET-accredited engineering program.
  • Degree must include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas: statics, dynamics; strength of materials; fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; nature and properties of materials; or any other comparable area of fundamental engineering science or physics.
  • Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
  • Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
  • Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
  • Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above.
  • Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
  • One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: Inspect construction sites for adherence to project design plans and specifications.; AND Reviewing features of construction contract modifications, contractor claims, construction execution and quality assurance of assigned work projects.; AND Performing various supervisory or leader duties such as interviewing, training coordination, monitoring/assigning employee work, performance evaluation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • One year trial/probationary period may be required.

Responsibilities

  • Serves as the Resident Engineer and Administrative Contracting Officer (ACO) with direct responsibility for establishing the Resident Office's mission goals within organizational guidelines.
  • Plans, coordinates and directs the accomplishment of the various phases of the construction program in the assigned geographic area ensuring that the intent of the plans and specifications is met.
  • Represents the Contracting Officer and Area Engineer in negotiations with contractors concerning changes in construction, difficult decisions regarding controversies, which may arise between the contractors and Government employees.
  • Reviews the contractors for conformance to the applicable plans and specifications and approves or forwards to District Office for approval.
  • Monitors construction fiscal progress analyzes deviations from the plan and develops solutions to ensure commitments are met.
  • Responsible for office activities including web functions such as compiling data for the preparation of payment estimates, as-built drawings, progress reports.
  • Personally, makes inspections of contractors' operations, consulting with assistants and inspectors to determine that construction operations are progressing as schedules and in accordance with contract plans and specifications.
