About The Position

Serves as the Resident Engineer, designated as Administrative Contracting Officer and Contracting Officer's Representative, with responsibility for monitoring and controlling the full range of construction activities on a USACE Mega Project. Types of construction include the full range of Civil Works, Military, Sustainment, Rehabilitation, Maintenance, and work for others. Construction is performed under rigid completion schedules and a high degree of excellence is required. Duties Plans, organizes, directs, coordinates, schedules, and reviews the full range of Resident Office activities. Collaborates with program and project managers to negotiate, decide on, and/or coordinate work­ related changes affecting the Construction Program. Advises Area Engineer on problems involving the relationship of the work of the Resident Office to engineering/construction programs and impact on such programs. Performs or oversees the more complex and controversial assignments by applying extensive experience to solve the unique challenges that arise and guiding team members in problem solving and innovation. Performs biddability, constructability, operability and environmental review of plans and specifications prior to contract advertisement. Coordinates construction planning and scheduling with contractors, using agencies and local interests. Serves as a first and second level supervisor over the Resident Office staff and exercises the full range of supervisory and personnel management authorities required to achieve the assigned construction mission. Uses several subordinate supervisors to direct, coordinate and accomplish the work of employees engaged in multi-million-dollar construction management and contract administration functions planned for at least five years. Serves as an authorized Contracting Officer's Representative and Administrative Contracting Officer to administer contracts within the Resident Office. Administers and modifies construction contracts within the scope of the contract, pursuant to the delegated authority received in writing from the Contracting Officer. Provides expert advice regarding construction activities and issues while attending meetings, conferences, or walk-throughs. Administers the District's construction safety Program to maintain a safe and healthy work environment within the Resident Office Area of Responsibility.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a valid state issued drivers license.
  • Must be able to obtain and maintain an Administrative Contracting Warrant within 36 months of appointment.
  • Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
  • Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
  • One year of specialized experience which includes 1) overseeing contract administration over large construction projects including contract modification, award, and schedules; 2) providing guidance and direction over biddability and constructability review of construction plans and specifications, 3) reviewing contracts for quality control, safety, and environmental compliance; and 4) leading multidisciplinary teams in the accomplishment of major construction projects and supporting structures.
  • Possession of a Professional Engineering (PE), or Professional Architect (AIA) registration.
