About The Position

This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Commissioner, located in Washington DC. The primary and paramount function of this position is to serve as a Supervisory Customs and Border Protection Officer responsible for first-line supervision of CBP Officer personnel assigned to support Office of the Commissioner protective, inspection, enforcement, personnel security support, Special Response Team (SRT), and readiness activities. The incumbent provides technical and administrative supervision over subordinate personnel; assigns and reviews work; ensures operational readiness, training, and compliance with applicable law and policy; and provides expert guidance on integrating CBP inspection and enforcement authorities into protective and special operations. This position starts at a salary of $147,899.00 (GS-14, Step 1) to $192,275.00 (GS-14, Step 10).

Requirements

  • Must be a U.S. Citizen.
  • Males born after 12/31/1959 must be registered with Selective Service.
  • Primary U.S. residency for at least three of the last five years.
  • All pre-employment processes will be conducted in English.
  • May be required to pass a background investigation and/or polygraph.
  • CBP follows the DHS Drug-Free Workplace Plan for drug testing procedures.
  • Must have taken the required CBP Officer Promotional Assessment component and have a passing Total Score.
  • Must possess the Ability to operate a Government Owned Vehicle.
  • A valid, non-restricted driver's license is required.
  • DHS uses E-Verify, an Internet-based system, to confirm the eligibility of all newly hired employees to work in the United States.
  • You will be required to obtain a Top Secret/SCI level clearance for this position.

  • Possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading, directing, or overseeing CBP Officer personnel or teams supporting inspection, enforcement, protective operations, personnel security support, SRT readiness, or special operations.
  • Planning, assigning, reviewing, or coordinating work related to protective security operations, inspection and enforcement support, threat assessments, operational documentation, training readiness, or equipment accountability.
  • Advising leadership on CBP inspection and enforcement operations, protective security measures, SRT capabilities, access control, operational risk, or emerging threats.
  • Reviewing operational reports, intelligence products, law enforcement information, field feedback, or security-related information to identify inspection or enforcement vulnerabilities, access-control issues, operational gaps, or readiness needs.
  • Coordinating with CBP headquarters elements, field offices, SRT personnel, DHS components, security officials, or law enforcement partners to support protective operations, inspection and enforcement activities, or special operations.
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
  • Experience in a primary CBPO and SRT Operator position is a mandatory prerequisite.
  • Applicants who have not successfully completed the SRT training will be rated ineligible for the position. A certificate of completion must be provided with your application.
  • Must maintain current certification in the use of SRT equipment and firearms as required by CBP policy.
  • You may be required to serve an 18 month probationary period upon appointment.
  • Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years.
  • Selectees may be required to successfully complete the Essential Supervisory Skills (ESS) course.
  • Selectee(s) are required to attend and successfully complete 101-days of paid training at the CBP Field Operations Academy (FOA) in Glynco, GA.
  • Prior to arriving at the FOA, selectee's must complete approximately 7-10 days of pre-academy training.
  • Upon successful completion of FOA training, selectee's must complete an additional 14-17 weeks of post-academy training the selectee(s) assigned duty station.
  • Candidates must undergo and successfully complete a medical screening process.
  • Individuals must be medically and physically capable of performing the essential job functions and duties of the position safely and efficiently without endangering the health and safety of the individual, others, or national security.
  • You will be required to successfully pass the Pre-employment Fitness Test.
  • Must perform annual SRT Operator physical fitness evaluation to verify physical proficiency required for the position.
  • You will be required to maintain access to all data systems necessary for duty execution.
  • You must be readily available to work overtime on a scheduled or unscheduled basis in excess of the 40-hour work week.

  • Polygraph Waiver: Certain veterans may be eligible to obtain a polygraph waiver.
  • Current and former federal employees may be required to serve or complete a probationary period.

  • Leadership Training: All newly appointed Second level Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 4 weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.

  • Fully Funded Relocation: Relocation expenses will be paid in accordance with the Federal Travel Regulation limits and agency policy.
  • Rotation of Assignments/Duty Locations: You may be required to rotate assignments and duty locations.
  • The work environment includes offices, aircraft operation areas, airline passenger and cargo areas, and marine docks.
  • Periods of outdoor work may be required in snow, rain, or extreme heat.
  • Occasional periods of outdoor work may be required in remote areas with no modern comfort facilities.
  • The work may involve the use of toxic chemicals, pesticides and fumigants.
  • Protective clothing may be required such as hard hats, gloves, goggles, hearing protection, and respirators.
  • Extensive travel may be required for extended timeframes.
  • Shift work: You may be required to perform work on a shift and rotational basis.

Responsibilities

  • Supervising CBP Officer personnel assigned to support Office of the Commissioner inspection, enforcement, protective operations, personnel security support, Special Response Team (SRT) readiness, and special operations.
  • Providing senior CBP Officer and SRT advisory support to Office of the Commissioner leadership on inspection, enforcement, protective operations, personnel security support, and Commissioner-directed movements or engagements.
  • Reviewing operational reporting, intelligence products, law enforcement information, and field feedback to identify inspection and enforcement vulnerabilities, emerging threats, operational trends, and personnel security considerations.
  • Supporting protective security, inspection, and enforcement operations by conducting advance assessments, route reconnaissance, threat analysis, venue reviews, and recommending screening, access control, and enforcement measures.
  • Identifying training and readiness needs; ensures required qualifications are maintained; and monitors equipment accountability and operational readiness.
