About The Position

This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Agriculture Programs & Trade Liaison, Agriculture Oversight & Engagement located in Washington D.C. This role involves performing law enforcement activities to enforce laws and regulations related to the import and export of agriculture, commodities, and baggage entering and/or exiting the United States. The salary ranges from $143,913.00 to $187,093.00.

Requirements

  • Must be a U.S. Citizen.
  • Males born after 12/31/1959 must be registered with Selective Service.
  • Primary U.S. residency for at least three of the last five years.
  • All pre-employment processes will be conducted in English.
  • May be required to pass a background investigation and/or polygraph.
  • CBP follows the DHS Drug-Free Workplace Plan for drug testing procedures.
  • Must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process.
  • Must meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/09/2026.
  • Bachelor's degree (or higher) in biological sciences, agriculture, natural resource management, chemistry, animal science, plant science, pest management, or related disciplines appropriate to the position, OR a combination of education and experience (at least 24 semester hours in a qualifying field plus qualifying experience or additional education).
  • 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Directing the review and analysis of carriers, importers, and exporters manifests, permits, certificates, entries, invoices, and associated documents to establish the validity, authenticity, admissibility, and extent of inspection of passenger baggage, commodities, merchandise, cargo and/or conveyances. Directing the gathering and analysis of information from all available sources including USDA. Disseminating information for targeting high-risk shipments, conveyances for examination, and passenger and flight risk analysis. Providing input, developing and planning a systematic series of tactical operations. Performing liaison with high-ranking officials.
  • Must possess the ability to operate a Government Owned Vehicle.
  • A valid, non-restricted driver's license is required.

  • You may be required to serve an 18-month probationary period upon appointment.
  • All newly appointed first-time CBP Supervisors are required to complete mandatory leadership training.

Responsibilities

  • Overseeing the overall planning, direction, and timely execution of a program or several program segments managed through separate lower-level organizational units.
  • Serving as a technical consultant and providing expert guidance to CBP employees, researchers, brokers, industry, travelers, Federal/state/local agencies, and others.
  • Directing the gathering and analysis of information from all available sources including USDA, conducting a wide range of record checks using a variety of databases, systems, and tactical intelligence to identify associated risks.
  • Developing alternative inspection programs designed to facilitate low risk arrivals and supporting programs designed to secure supply chains and push the border outward.
  • Providing input or developing and planning a systematic series of tactical operations.
  • Assuring implementation by lower-level organizations of the goals and objectives of the programs.
  • Determining goals and objectives that need additional emphasis; developing measures that evaluate performance; making recommendations for program improvement and managing all resources as corporate assets.
  • Ensuring that assigned programs and processes are covered by internal controls and that appropriate precautions are taken to prevent fraud, waste, and misuse of resources in accordance with the Federal Managers' Integrity Act (FMIA).
