About The Position

The Township of Springwater is recruiting for two (2) new permanent, full-time positions of Supervisor, Roads. Reporting to the Manager, Roads, the team of three (3) Supervisor, Roads are responsible for providing daily leadership, scheduling, coordination, and oversight of unionized frontline staff delivering road maintenance and operational services for the Township. The Supervisor ensures all activities are completed safely, efficiently, and in full compliance with Township policies, Standard Operating Procedures (SOPs), and applicable provincial legislation including the Ontario Traffic Manual (OTM), Minimum Maintenance Standards (MMS), Occupational Health and Safety Act (OHSA), Highway Traffic Act (HTA), and relevant regulations. This position works between the Township’s two Works Yards and plays a critical role in infrastructure maintenance including operational planning, contractor oversight, technology implementation (including the Township’s CMMS (Citywide)), and ensuring high, consistent service levels across the community.

Requirements

  • Post-secondary diploma in Civil Engineering Technology, Public Works, Transportation Infrastructure, or a related field.
  • Certified Road Supervisor (CRS) designation, or actively working towards the designation
  • Minimum 5 years of progressively responsible experience in municipal road operations, public works, or transportation infrastructure.
  • Minimum 2 years of supervisory or lead-hand experience in a unionized environment.
  • Demonstrated experience preparing work schedules, coordinating frontline crews, and overseeing contracted service providers.
  • Experience using CMMS systems, with preference for Citywide, including work order, service requests, asset inventory and inspections.
  • Strong understanding of municipal road maintenance practices, winter control principles, and relevant legislation/standards (OTM, MMS, OHSA, HTA, applicable Ontario regulations, OPSS).
  • Ability to read and interpret construction drawings, specifications, and engineered designs.
  • Strong communication, leadership, conflict-resolution, planning, and organizational skills.
  • Proven ability to make sound decisions under pressure and manage multiple priorities in dynamic environments.
  • Ability to respond to emergencies, operational disruptions, and after-hours issues as part of an on-call rotation.
  • A valid Class G driver’s license in good standing with a satisfactory driving record; travel between work locations is required.
  • Due to the responsibilities of the position, a police information check satisfactory to the Township of Springwater is required.

Responsibilities

  • Lead day-to-day roads operations: Supervise and schedule unionized roads crews; plan daily/weekly/seasonal work and adjust priorities for weather, emergencies, and staffing.
  • Oversee maintenance delivery and quality: Direct road maintenance activities (repairs, drainage, culverts, signage, gravel roads), complete site inspections, and ensure work meets engineering requirements and Township standards.
  • Ensure legislative and standards compliance: Apply and enforce requirements under OTM, MMS, OPSS, HTA, OHSA, and Township SOPs.
  • Manage winter control operations: Monitor conditions, coordinate winter deployments, and oversee contracted winter services to meet service levels and contract requirements.
  • Administer contracts and procurement: Support tendering (RFQ/RFT), procure and oversee contracted work, monitor contractor performance, and confirm completion/deficiencies.
  • Drive health and safety performance: Promote safe work practices; conduct tailgates, inspections, hazard assessments, and audits; support incident investigations and claims with proper documentation.
  • Use and champion CMMS (Citywide): Assign and track work orders, service requests, inspections, and asset data; ensure accurate operational records.
  • Provide customer service and coordination: Respond to public inquiries/complaints, document follow-up, and communicate with internal teams, contractors, and leadership.
  • Support continuous improvement: Identify efficiency opportunities and support budgeting/forecasting with operational data, maintain records and reports.
  • People management: Hires and manages discipline concerns in consultation with People and Talent. Manages day to day employee matters such as coaching, attendance follow-up, minor performance concerns, and documentation of routine labour matters. Conduct hiring, onboarding, training, and staff development while fostering a positive, accountable workplace culture.
