About The Position

Oakland County is seeking an experienced and compassionate Supervisor of Public Health Nursing to lead public health nursing services within our Pontiac clinic, promoting healthier individuals, families, and communities. Requirements

  • Licensed by the Michigan Board of Nursing to practice as a registered professional nurse in the State of Michigan.
  • Possess a Bachelor's degree from an accredited college or university in nursing, public health, psychology, or related field.
  • Have at least three (3) years of full‑time work experience in nursing, teaching experience in nursing, nursing in a childcare institution, psychiatric facility, correctional facility, community health agency or closely related facility.
  • Possess a valid United States motor vehicle operator’s or chauffeur’s license.
  • Must maintain registration, licensure and certification with the State of Michigan as required above.
  • Must maintain a valid United States driver's or chauffeur's license.
  • Must submit to immunizations as required by the Department of Health & Human Services and to periodic tuberculin skin tests or chest x‑rays at County expense.
  • Ability to communicate to accurately convey information.
  • Ability to operate typical office and medical office equipment and supplies.
  • Ability to operate a motor vehicle and/or be a passenger.

  • A Master’s degree from an accredited college or university in nursing is preferred.
  • Possess of Master degree in nursing from an accredited college or university.
  • Considerable knowledge of the modern principles, methods, materials, practices, and specialized terminology of professional nursing.
  • Considerable ability to apply the principles, practices, and techniques of professional nursing to the functioning of county clinics and programs offered in schools, nursing homes, day care centers, children’s residential, correctional or psychiatric facility, and other settings.
  • Considerable ability to establish and maintain effective working relationships with administrators, professional and non‑professional County personnel, officials and staff of childcare institutions, local governmental, private organizations, and the general public.
  • Considerable ability to cope with difficult and/or emergency situations requiring immediate decisions in accordance with departmental policies and procedures.
  • Considerable ability to apply principles of personnel management in the training and supervising of Public Health Nurses, Auxiliary Health Workers and other support staff workers.
  • Considerable ability to exercise mature judgment and initiative in analyzing problems and recommending solutions.
  • Reasonable ability to compile pertinent information and prepare and present oral or written technical reports to supervisors, staff, and the general public.
  • Familiar with current word processing, spreadsheet, database, e-mail, and Internet software.

Responsibilities

  • Plan, organize, direct, and evaluate comprehensive public health nursing services within an assigned geographic area or program
  • Supervise, mentor, and support registered nurses, clinical staff, and clerical personnel while fostering professional development
  • Assess community health needs and develop strategies to improve public health programs and service delivery
  • Provide clinical leadership and technical guidance for disease prevention, health promotion, maternal and child health, immunizations, chronic disease management, mental health, and family health services
  • Monitor program outcomes and recommend improvements to meet current and future community health needs
  • Collaborate with physicians, healthcare providers, schools, government agencies, and community organizations to coordinate quality care and services
  • Support nursing staff in delivering assessments, triage, referrals, health education, immunizations, medication administration, and other public health services
  • Represent Oakland County Health & Human Services in meetings with healthcare partners, school districts, and community organizations
  • Provide direct nursing support when operational needs require
  • Provides individual guidance to registered nurses and assigned staff to promote high quality service and maintenance of agency standards through planned conferences, demonstration of service, observation of activities, and review of operational data and performance standards at regular intervals.
  • Participates in the orientation of new agency personnel and continuing education with a view towards staff development. Plans and participates in ongoing service related and staff development related committees.
  • Assists assigned staff in the planning of various nursing care and consultation services, emphasizing prevention, control, and early detection of communicable and chronic disease/conditions.
  • Plans staff assignments for carrying out an effective nursing program with regard to scheduling and training needs of staff members and related criteria.
  • Attends and participates in various staff meetings of administrative personnel to discuss and recommend program modifications and policies and to discuss problems.
  • Supervises clerical employees assigned to the nursing section, when performing clerical functions related to nursing and auxiliary health services.
  • Provides technical assistance to nursing and auxiliary staff in matters of complexity and/or difficulty.
  • Collaborates with agency and community committees or groups in the investigation and solution of health-related problems of a physical, mental, and social nature and to expand or develop needed community health programs or services.
  • Utilizes current countywide and/or department specific software to complete assignments.
  • Works with university faculty to provide meaningful field experience for community health nursing students.
  • Assists in coordinating, as assigned, the activities of the General Clinic, Children’s Village Medical Unit, Community and Maternal Child Health Nursing sections with those of other Health Division sections in areas of mutual concern.
  • Participates in the development of service and educational programs related to nursing and health for childcare institutions (preschool and school age), residential facilities, civic, service, and occupational groups, and assists assigned staff in the implementation of such programs.
  • Participates in activities of a professional nature for the benefit of profession and agency; e.g., leadership role in professional organizations.
  • Assists in preparing section program objectives.
  • Participates actively in providing health information and educational programs on a broad range of subjects for individuals and groups.
  • Helps design and carry out special pilot or research projects as indicated by health needs within assigned areas or those regarding new health knowledge and/or technology.
