About The Position

This recruitment is for an upcoming vacancy within the Human Resources Department. The Supervisor of Recruitment and Compensation coordinates the delivery of recruitment, selection, onboarding, offboarding, and compensation-related human resources services. This position provides day-to-day supervision and guidance to support effective operations within these functional areas. The role applies well-developed HR knowledge and experience to advise management and employees on human resources matters and ensure consistent application of policies, procedures, collective agreement, and applicable legislation.

Requirements

  • Three-year degree in Human Resources or a related field.
  • Human Resources Professionals Association (HRPA) Designation is required.
  • Minimum five years of experience or equivalent, in human resources with demonstrated progressive generalist experience, preferably in a unionized municipal environment.
  • Comprehensive knowledge of relevant employment legislation, including the Employment Standards Act, Ontario Human Rights Code, Occupational Health and Safety Act, Pay Equity Act, and Accessibility for Ontarians with Disabilities Act.
  • A valid driver’s licence (minimum G2 Class) and access to a reliable vehicle.

Nice To Haves

  • Ontario Municipal Management Institute Certified Municipal Manager designation is an asset.
  • Supervisory experience is an asset.
  • Working knowledge of human resources information systems (HRIS) and payroll systems; experience with SAP SuccessFactors, JD Edwards, and Kronos is an asset.
  • Compensation administration, job evaluation, and pay equity experience is preferred.
  • Experience supporting HR systems administration, reporting, or process improvement initiatives is an asset.

Responsibilities

  • Supervise four Recruitment Specialists, providing day-to-day direction, workload coordination, employee development, performance accountability, and effective service delivery.
  • Provide indirect supervision and functional guidance to the HR Systems and Process Analyst in the absence of the Manager of Recruitment and HR Services, as required.
  • Provide functional guidance and support to HR Department employees on compensation, recruitment, onboarding, and offboarding activities, as needed.
  • Provide information to support budget planning and resource allocation for compensation, recruitment, onboarding, and offboarding activities, as required.
  • Responsible for managing the procurement and contract management for budgetary items relating to portfolio as well as monitoring budget regularly.
  • Manage all aspects of the recruitment and selection process to ensure timely and effective service delivery.
  • Supervise implementation of the County’s recruitment strategy, ensuring it is effectively implemented, regularly reviewed, and aligned with established goals and outcomes.
  • Manage management-level recruitment and selection processes as required, including conducting interviews, supporting employment offer discussions, preparing and approving job offer documentation, and liaising with hiring managers and department heads.
  • Administer the County’s Job Evaluation (JE) process for union and non-union positions, including coordinating position reviews and evaluations across departments.
  • Support compensation studies by gathering relevant data from comparable municipalities and assisting in the preparation of analysis, in coordination with the Manager of Recruitment and HR Services and/or Director of HR.
  • Research and report on compensation best practices to support informed decision-making and continuous improvement.
  • Coordinate the development, maintenance, and delivery of training related to compensation, recruitment, onboarding, and offboarding activities, as required.
