About The Position

This supervisory position is responsible for hiring, leading, directing and developing employees as well as contract and leased workers in the evaluation, acquisition, and preservation of land rights for company assets. This position serves as a subject matter expert in real estate practices and principles, including abstracts, appraisals, conveyances, eminent domain, property legalities, permitting, civil survey, title, real property valuation, and zoning. Responsibilities include performing real estate investigations to identify ownership, restrictions, and rights, determining reimbursable relocation costs, and preparing documents for property management such as appraisals, easements, licenses, and plats of survey. The role involves examining engineering designs to preserve, acquire, or record land rights, managing fee payments for land rights, and considering encroachment requests. Additionally, the position is responsible for preparing, monitoring, and reporting on the department’s annual operating expense budget, leading negotiations for land rights acquisition, developing cost and schedule estimates, assessing risks, and managing direct staff, leased workers, and contracted services. The role also involves evaluating pipeline asset routing in relation to land rights value, recommending alternatives to minimize real estate requirements and permitting impacts, representing the company at public forums, executing legal instruments for real estate transactions, serving as a land rights Track Lead for project teams, and communicating land rights issues to company leadership. Continuous improvement of department processes and practices, and collaboration with internal stakeholders are key aspects of this role.

Requirements

  • Bachelor’s Degree or 2 years college with 8 years real estate experience in pipelines, utilities, transportation, underwriting, title research, government, or similar right of way management experience.
  • 8 years in pipelines, utilities, transportation, title research, or similar right of way management.
  • High competency and capacity in real estate practice, principles, and laws.
  • Proficient in MS Office applications.
  • Proficient in GIS applications.
  • Demonstrated capacity to supervise other professionals.
  • Competent business writing and oral presentation skills.
  • Competent reading and understanding of legal and engineering documents.
  • Applicant may possess a combination of equivalent education and work experience.

  • 8 years or more of natural gas pipeline right of way experience.
  • 1 year or more of exemplary project supervisory experience.

Responsibilities

  • Hiring, leading, directing, and developing employees, contract, and leased workers in the evaluation, acquisition, and preservation of land rights.
  • Performing real estate investigations to identify and describe real property ownership, restrictions, and rights.
  • Determining when costs to relocate company assets are reimbursable by others.
  • Preparing documents to satisfy legal requirements for management of real property, including appraisals, easements, licenses, and plats of survey.
  • Examining engineering designs to preserve, acquire, communicate, or record land rights of easements and permits.
  • Managing accurate and timely completion of railroad, DOT, and other land rights fee payments.
  • Managing consideration of encroachment requests to cross company infrastructure, easements, or fee-owned property.
  • Preparing, monitoring, and reporting on the department’s annual operating expense budget.
  • Leading negotiations for land rights acquisition (rights of way, real property, permits).
  • Developing estimates of cost and schedule for land rights acquisition to support projects.
  • Assessing risks and opportunities associated with land rights acquisitions.
  • Performance management and development of direct staff, leased workers, and contracted services and workers.
  • Leading and managing contracted and leased services.
  • Evaluating the routing or locating of company pipeline assets in respect to the total value of land rights in cost, duration, and complexity.
  • Recommending alternatives that minimize real estate requirements and permitting impacts.
  • Formal representation of company at public forums in the interests of company land rights.
  • Evaluation, routing, and/or execution of legal instruments for managing real estate transactions including easements, plats, easement releases, vacations, encroachments, licenses, purchase and sale agreements, and any other land-related documents.
  • Serving as land rights Track Lead for collaboration with other internal stakeholders in a project team setting involving distribution and transmission natural gas pipeline projects.
  • Effective communication to company leadership of land rights issues, matters, and concerns.
  • Recognizing the potential and developing capacities of direct staff and contracted partners.
  • Continuous examination and improvement of department process and practices.
  • Collaboration and coordination with business partners and stakeholders, e.g., Asset Protection, New Business, System Integrity, Engineering, Construction Operations, Legal Department, etc.
  • Ensuring department best practices are adhered to and followed.
