About The Position

The County of Grande Prairie is seeking a Supervisor, Health, Safety and Risk Management to lead initiatives that protect its people and community. This role involves building relationships, fostering collaboration, problem-solving, and driving continuous improvement in workplace health, safety, and risk management systems. The successful candidate will engage with leaders across the organization, provide knowledge and direction to enhance the safety culture, and develop comprehensive HSRM programs aligned with regulatory standards and strategic goals. Responsibilities include leading a team, supporting managers and staff, conducting risk assessments, managing audits, overseeing emergency response planning, and managing insurance programs to ensure employee well-being and operational excellence.

Requirements

  • Degree or diploma in Occupational Health and Safety
  • Minimum of 3–5 years of progressive health, safety, and risk management supervisory-level experience, preferably in a municipal or public sector environment
  • Three years of progressively responsible experience conducting investigations and audits
  • Experience maintaining Certificate of Recognition (COR) and implementing COR audit action plans.
  • In-depth knowledge of Alberta’s occupational health and safety (OHS) legislation, regulations, and code
  • Proficiency in using safety management systems, software, and tools to track and report safety metrics
  • Experience conducting learning and development sessions and coaching at a cross- organizational level
  • Valid Class 5 driver’s license and acceptable driver’s abstract required
  • Strong interpersonal and leadership skills with proven ability to support and advise leaders
  • Strong communication skills, both written and verbal
  • Strong problem-solving and critical-thinking skills, with attention to detail
  • Analytical, planning, and organizational skills
  • A high level of integrity, professionalism, and confidentiality

Nice To Haves

  • Experience working with Alberta Municipal Health and Safety Association (AMHSA) an asset
  • Canadian Registered Safety Professional (CRSP) designation preferred
  • Canadian Risk Management (CRM) designation or Chartered Insurance Professional (CIP) designation considered an asset

Responsibilities

  • Develop, implement, and maintain a comprehensive Health, Safety, and Risk Management (HSRM) system that supports departmental and organizational strategic goals.
  • Maintain the Certificate of Recognition (COR) and implement audit action plans.
  • Oversee contributions to the County’s strategic business plan goals.
  • Coach and advise managers, supervisors, and employees on health, safety, and risk inquiries.
  • Lead and mentor a team of HSRM professionals, fostering collaboration and continuous improvement.
  • Create and update safety policies, procedures, and guidelines in line with legislative requirements and organizational goals.
  • Coordinate WCB claims, disability management, and return-to-work programs.
  • Oversee contractor and vendor management programs in collaboration with other impacted departments.
  • Ensure compliance with insurance programs, policy renewals, and audit requirements.
  • Conduct risk assessments and job hazard analyses to identify and mitigate workplace hazards.
  • Maintain health- and safety-related metrics and reports using a health and safety management system and analytics tools.
  • Lead investigations into workplace incidents, accidents, and near misses.
  • Develop corrective and preventive measures and coach leaders on implementation.
  • Maintain, update, and test emergency response plans through drills and exercises.
  • Administer insurance claims and liaise with insurers and adjusters.
  • Monitor insurance coverage for County assets and ensure accurate reporting.
  • Act as liaison for non-profit community groups under the County insurance umbrella.
  • Work with cross-functional teams to address safety concerns and promote best practices.
  • Oversee the Health, Safety, and Risk Management budget and departmental business plan goals.
  • Deliver training sessions, coordinate safety-related events (e.g., NAOSH Week, Safety BBQs) and implement positive safety culture initiatives throughout the organization.
  • Participate in Joint Health and Safety Committee activities and municipal emergency activations.
