About The Position

Halton Region is seeking a Supervisor, Capital Assets (Financial Reporting) to oversee the corporation’s capital asset inventory, sub ledger, and financial reports. This role ensures accounting transactions related to capital assets are accurate, complete, and compliant with legislation and Canadian Public Sector Accounting Standards (PSAB). The supervisor will act as a subject matter expert, responsible for issue resolution, continuous improvement in capital asset accounting, and facilitating cross-training and business continuity within the Finance leadership team. This position is eligible for the Hybrid Work Program, requiring a minimum of three days per week onsite.

Requirements

  • Chartered Professional Accountant (CPA)
  • Demonstrated leadership, planning, problem-solving, and project management skills while motivating and coordinating a team.
  • Excellent communication skills, including report writing and presentation delivery.
  • Strong collaboration, consultation/advisory, relationship-building abilities, and political acumen.
  • Hands-on team player, able to interact professionally with all levels, including staff outside the Finance team and external auditors.
  • Self-motivated, objectives-oriented individual with strong attention to detail, able to work under tight deadlines.

Nice To Haves

  • Minimum of five years of experience in financial reporting in a progressive supervisory capacity.
  • SAP ECC or S4/Hana experience, specifically with the asset accounting module.
  • A background in municipal finance.
  • Experience and knowledge of best practices for financial processes and internal financial controls.
  • Thorough knowledge of accounting principles, practices, and Public Sector Accounting Board (PSAB) standards.

Responsibilities

  • Lead a team of finance staff, providing on-the-job coaching and performance development.
  • Manage capital asset sub-ledgers for the Region and Halton Community Housing Corporation (HCHC), including continuity schedules for additions, retirements, and other changes.
  • Maintain the completeness, integrity, and quality of capital asset information in the Region’s information systems (SAP and RIVA).
  • Review and provide input for the annual financial statements and notes for capital assets for the Region and HCHC.
  • Oversee reconciliations to ensure accuracy and completeness of capital asset inventory received from other systems.
  • Review reconciliations and journal entries to ensure SAP financial records are complete, accurate, and meet audit requirements.
  • Oversee and manage the mid-year/year-end close process for capital assets, ensuring effective financial controls, policies, and procedures are in place.
  • Manage year-end capital asset accruals and apportionment of capital project costs to assets.
  • Account for and report on asset retirement obligations (ARO) in compliance with PS 3280, including maintaining the ARO inventory, reviewing estimates and assumptions, and recording accretion and remeasurement entries.
  • Review annual budget estimates for capital asset additions, retirements, and amortization.
  • Develop and maintain corporate accounting policies and procedures for capital asset reporting in compliance with PSAB.
  • Research and analyze the impact of new PSAB reporting requirements or business process changes on asset reporting systems, policies, and procedures for assets, asset retirement obligations, and contaminated sites.
  • Provide training, advice, and assistance to staff across the organization related to capital asset accounting, account reconciliations, and financial reporting.
  • Communicate policy information and data collection requirements to stakeholders at all levels of the organization.
  • Participate in projects as a team lead, responsible for designing corporate policies, standard operating procedures, systems, and processes for capital asset reporting and controls.
  • Stay updated on changes in accounting and regulatory policies, standards, and guidelines, assessing their impact on capital asset reporting.
  • Perform other duties as assigned.
