Under the general supervision of the Senior Vice President of Administrative Services, the Supervising-Fleet Technician is responsible for the maintenance and operation of mechanical items such as vehicles (e.g., automobiles and trucks) and specialized equipment (e.g., Bobcats, front-end loaders, backhoes). The employee is also responsible for the execution of a preventative maintenance program, mechanical repairs, body work, and contract/Purchase Order administration for the fleet. Technical knowledge and independent judgment are required in formulating and interpreting plans, scheduling tasks, and in the inspection and evaluation of work performed by staff and contractors. Acts as an agent for HABC. All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.

Requirements

  • Graduation from an accredited high school, vocational school, or equivalent.
  • Five (5) years' experience in automotive and other mechanical equipment maintenance as well as machine shop work, two (2) of which must have been in a supervisory capacity.
  • Must have at least one of forty Automotive Service Excellence (ASE) Certifications, preferably in Auto Maintenance and Light Repair, or be required to obtain certification within one year of employment in which the probationary period may be extended until certified.
  • Possession of a valid Maryland driver's license.
  • Must be able to be covered under the Authority's vehicle insurance policy.
  • Must not engage in private real estate business.
  • Must be proficient in Microsoft Office.

  • Lead Paint Maintenance & Repainting Supervisor's Accreditation certification within 12 months of employment.

Responsibilities

  • Creates Vehicle Cycle Replacement Plan.
  • Identifies obsolete/decommissioned equipment/vehicles.
  • Coordinates the auctioning of obsolete/decommissioned equipment/vehicles.
  • Assessment for Obsolescence.
  • Supervision of Fleet Maintenance & Administrative Staff.
  • Monitors and follows up on daily vehicle usage service requests.
  • Plans and schedules fleet maintenance work to be performed by contractors and technicians.
  • Requisitions materials and services from outside vendors.
  • Reviews fleet work that was requested and conducts inspection of completed work.
  • Maintains a supporting stockroom related to the fleet needs and requirements.
  • Travels to developments to inspect fleet vehicles on a quarterly basis.
  • Follows up on all vehicle accident reports to ensure repairs are conducted in a timely fashion.
  • Coordinates with the City of Baltimore on fuel and city ID cards for HABC vehicles and ensures removal of the same for HABC vehicles taken out of the system.
  • Coordinates with Maryland MVA for tags, title work, and emissions testing.
  • Responsible for maintaining the HABC fleet for emergency operations conditions.
  • Assures that proper safety precautions are observed; assists in training workers in proper methods and use of tools and equipment.
  • Coordinates with HABC developments & divisions for the identification of replacement vehicles.
  • Monitors, tracks, and reports GEOTAB GPS System for abnormal driving infractions.
  • Monitors monthly Income & Expense Statements to ensure fleet compliance with the annual fleet budget.
  • Maintains Safety Data Sheets (SDS) for fleet material inventory.
  • Ensures personnel are kept fully informed of all pertinent operating procedures and HUD policies and regulations.
  • Performs other duties as assigned.
