Supervising Procurement Contracting Officers plan, assign, supervise, and participate in the work of purchasing and contracting staff in the purchase and contract of a variety of commodities and services for use by City departments. They review and approve complex requisitions, quotations, and cost analysis for an assigned group of commodities. They also oversee and administer contracts and perform contract management to ensure compliance of contractual requirements. Additionally, they manage the procurement planning, solicitation, and evaluation of proposals using the City’s procurement processing systems, negotiate contract terms and conditions, and conduct public bid openings. They review bid recommendations of subordinates, lead negotiation teams comprised of legal and technical participants, and confer with and may make presentations to department management, City Council, or Council Committee regarding purchasing and contracting issues. They also review and revise various City-wide purchasing policies, procedures, documents, and forms, represent the City in business reviews with contractors, vendors, and suppliers, and evaluate vendor performance and work to remediate issues as required. Finally, they select, train, and evaluate the work of subordinates, and perform other duties as assigned.
