About The Position

Assistant Procurement Contracting Officer positions perform procurement and contracting of goods and services for use by operating departments of limited scope and average difficulty. They assist with contracts, prepare and review requisitions, solicit quotations and bids, and prepare and conduct cost analysis for an assigned group of commodities. This role administers contracts and performs tasks associated with contract management to ensure compliance with contractual requirements. Additionally, they assist with the preparation of proposed specifications for formal or informal solicitations of average difficulty, and assist with the preparation of information and documentation for bid award protest hearings. They advise user departments on appropriate procurement methods, alternate products, and/or recommend substitutes. Responsibilities include analyzing bid responses, including all licensure, debarment, insurance, and bonding documents submitted, and completing purchasing transactions in the City's procurement software module. They negotiate with vendors on behalf of client departments, process solicitation documents and related correspondence, and maintain records and make reports in accordance with the City's standards and guidelines. Other duties as assigned.

Requirements

  • A Bachelor's degree or equivalent education (i.e., minimum completed units of 120 semester/180 quarter).
  • One year of full-time professional experience in purchasing and/or contracting a wide variety of governmental, industrial, and/or business equipment, materials, and/or services.
  • A valid California Class C Driver License may be required at the time of hire.

Nice To Haves

  • Experience using an e-procurement system or an enterprise resource planning system (e.g., PlanetBids, SAP Materials Management or Purchasing modules, or Oracle).
  • Contracting and procurement experience with a government agency (e.g., federal, state, county, and/or city).
  • Experience validating and/or enforcing of bonding and insurance requirements.
