About The Position

The State of Connecticut, Department of Energy and Environmental Protection (DEEP), is seeking a Supervising Environmental Analyst for the Compliance Analysis and Coordination Unit within the Enforcement Division of the Bureau of Air Management. This role involves supervising staff responsible for compliance assurance and enforcement duties under the federal Clean Air Act and state air quality laws. The unit handles synthetic minor coverage, compliance reporting, emission trading, and off-site compliance evaluations. The incumbent will provide direction and leadership, programmatic oversight, and develop new initiatives. They will collaborate with other supervisors for a cohesive approach to compliance and enforcement, ensuring the quality and technical integrity of the unit's work. Responsibilities include assigning tasks, reviewing work, providing training, conducting performance appraisals, and liaising with management on technical, policy, and administrative matters.

Requirements

Eight (8) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.
One (1) year of the General Experience must have been in an advanced working/working lead level capacity.
Considerable knowledge of principles and practices in fields relative to environmental protection.

Nice To Haves

Experience mentoring, training, and providing feedback to staff in the air pollution control field.
Experience evaluating stationary sources of air pollution to assess compliance with emission limits based in applicable regulatory programs, including New Source Review, New Source Performances Standards, and National Emission Standards for Hazardous Air Pollutants.
Experience writing and reviewing technical reports pertaining to assessments of air pollution control systems.
Experience with compliance assurance activities with respect to emission trading programs.
Experience articulating and presenting on technical, regulatory, and policy matters pertaining to stationary source emissions to different audiences, in writing and verbally.
Experience developing and implementing projects in the air quality field.

Responsibilities

Provide direction and leadership to the unit’s staff.
Provide programmatic oversight of the unit’s areas of responsibility.
Develop new and strategic initiatives, processes, and workflows to advance the unit’s objectives.
Work closely with the Enforcement Division’s four other supervisors to ensure a cohesive approach to all compliance and enforcements matters.
Ensure the timeliness, quality, and technical integrity of the unit’s work.
Supervise the unit’s staff, which will entail assigning job tasks, reviewing work products, providing training and other professional development opportunities, writing and presenting performance appraisals, and other relevant duties.
Liaise closely with Division and Bureau management on technical, policy, and administrative matters.
Supervises a section engaged in development and implementation of departmental, local or statewide environmental plans and programs.
Schedules, assigns, oversees and reviews work of staff.
Provides staff training and assistance.
Conducts performance evaluations.
Determines priorities and plans office work.
Establishes and maintains office procedures.
Develops or makes recommendations on development of policies and standards.
Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures.
Prepares reports and correspondence.
Supervises review and analysis of proposed and existing projects and legislation for environmental impact, consistency with policies and plans and economic benefits and costs.
Oversees preparation of environmental impact statements.
Directs administration of state and federal program budgets.
Supervises and coordinates special planning studies.
Identifies and describes state environmental goals and special problem topics.
Monitors and testifies at hearings.
Supervises and cooperates with consultants in project development.
Serves as agency representative at public and committee hearings and conferences.
May prepare enforcement actions.
May serve as department representative on various regulatory and advisory boards and committees.
Performs related duties as required.
