About The Position

Kern Medical is seeking a Supervising Departmental Analyst for its Health Information Services department. This is a full-time position. The estimated pay range is $31.5710 to $42.4288 per hour, which includes a 6% premium pay. Additional compensation may be available through differentials, incentives, and bonuses. This position may also be eligible for participation and company contributions into the Kern County Employees’ Retirement Plan. This is the supervisory level of the departmental analyst series, requiring full supervisory authority over two or more staff in the Analyst series and potentially other assigned staff. Incumbents are expected to demonstrate a high degree of independent judgment, decision-making, and initiative.

Requirements

  • Bachelors Degree in Business Administration or a related field and four years of progressively responsible analytical or financial experience; or, an equivalent combination of education and experience sufficient to obtain the knowledge and skill to successfully perform the essential duties of the job.
  • Knowledge of statistical methodology, research techniques, report writing techniques, budgeting principles, conflict resolution techniques, supervisory principles, and applicable laws, rules, regulations, and policies.
  • Skill in monitoring and evaluating staff, implementing team building techniques, conducting research, researching on the internet, performing mathematical calculations, reading and interpreting legislation and regulations, using computers and related software applications, preparing reports, charts, graphs and other presentation materials, solving complex problems, performing critical analysis, balancing multiple projects, technical business writing, managing projects/studies, preparing and giving presentations, negotiating, and communicating both orally and in writing sufficient to exchange or convey information and to receive work direction.

  • If position responsibilities require driving a personal vehicle, then possession of a current valid California Driver’s License and adherence to the Kern County Hospital Authority Vehicle Use and Driving Standard Policy (ENG-EC-119) is required.
  • If position responsibilities require driving a vehicle owned, leased or rented by Kern Medical, then possession of a current valid California Driver’s license, a signed authorization for Release of Drivers Record Information and adherence to the Kern County Hospital Authority Vehicle Use and Driving Standard Policy (ENG-EC-119) is required.

Responsibilities

  • Supervises professional and support staff, including prioritizing and assigning work, conducting performance evaluations, ensuring staff training, and making hiring, termination, and disciplinary recommendations.
  • Supervises staff and coordinates in preparing grant proposals and requests for proposals, including researching, compiling, composing, and formatting responses and applications.
  • Administers grant funding programs.
  • Supervises staff in analyzing various information such as legislation, proposals, budgets, expenditures, and documents.
  • Conducts analysis on the most complex or highly sensitive projects.
  • Supervises staff in conducting studies, including determining scope, planning, organizing, compiling, analyzing, and making recommendations.
  • Provides technical assistance and guidance in the area of expertise; serves as a subject matter expert.
  • Serves as a liaison to other units of government, departments, agencies, customers, etc.
  • Reviews and recommends allocation of positions, funding appropriations, and program functions.
  • Participates in and/or chairs committees, meetings, and task forces.
  • Supervises staff in negotiating agreements and contracts; negotiates highly sensitive agreements and contracts.
  • Develops, administers, coordinates, and evaluates programs/projects.
  • Develops, recommends, and coordinates policy making between departments, the public, and the private sector.
  • Prepares and gives presentations on studies and projects.
  • Performs other duties of similar nature or level as required.
