About The Position

The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is recruiting for a Supervising Clinician within the Access Center in Waterbury, CT. This role provides clinical and administrative leadership across Intake, Mobile Crisis, CIT, Jail Diversion, and CORP services, ensuring coordinated care, effective crisis response, and strong community partnerships. The Supervising Clinician will guide daily operations, support staff, and promote recovery-oriented best practices throughout the Access Center. DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve. WCMHN was established in 1996 by the State of Connecticut Department of Mental Health and Addiction Services (DMHAS). It oversees clinical, fiscal, and administrative aspects of mental health services in Region 5. The network operates in Waterbury, Danbury, and Torrington, with over 200 dedicated staff offering comprehensive services for individuals with long-term mental illnesses. The Access Center is an information and referral source for individuals with behavioral health and addiction diagnoses. Access Center staff is available by telephone for support, information, referrals, and mobile outreach. The goal is to provide support and information to reduce symptomatology, and to improve quality of life. Its philosophy is to maintain the individual in the least restrictive environment. Access Center staff also provide intake/assessment and referrals to determine service needs and treatment options for individuals.

Requirements

Seven (7) years of professional health care experience in a psychiatric setting.
Two (2) years of the General Experience must have been at a lead level responsible for coordinating the work of a unit or team of professionals in a psychiatric setting.
Incumbents in this class must possess and retain a current license as a Clinical Social Worker, a licensed Marital and Family Therapist, a licensed Professional Counselor, a Registered Nurse in the State of Connecticut or hold a Multistate or Compact Registered Nurse license.
Considerable knowledge of relevant agency policies and procedures; mental health treatment, principles and values of community based care; psychiatric rehabilitation principles; entitlement and benefit programs; variety of intervention and support strategies; Knowledge of relevant state and federal laws, statutes and regulations; societal, cultural and gender issues and impact on mental illness; psychotropic medications; impact of housing and homelessness on the mentally ill;
Considerable interpersonal skills; oral and written communications skills; facilitation, collaboration and conflict resolution skills;
Ability to identify and articulate philosophical foundations for specific program models or service approaches; delegate authority; plan and organize effectively; integrate community resources into service planning; develop and maintain effective relationships with community representatives and staff; Supervisory ability.

Incumbents in this class may be required to possess certification as a clinical supervisor by the Connecticut Certification Board.

Responsibilities

Supervise and oversee Licensed Clinical Social Workers within Mobile Crisis.
Provide oversight to the Intake Program which provides information, intake assessment, and referral for individuals with psychiatric and related substance issues for WCMHN‑Waterbury Area.
Review all requests for services submitted to the agency.
Determine and recommend client eligibility for agency services.
Assist program staff in determining level of care needs.
Act as liaison with other programs, agencies, and outside officials regarding the Access Center.
Provide oversight clinically and administratively to the Forensic programs (CORP, Jail Diversion).
Represent the agency in meetings with court personnel, local hospitals, and other community agencies.
Facilitate weekly staff meetings, weekly recovery treatment planning, and daily rounds.
Evaluate and act in crisis situations.
Provide recovery-oriented practice.
Participate in meetings.
Maintain accurate, up‑to‑date medical records.
May provide group treatment for the agency in IMR, IDDT Trauma, and other modalities.
Perform related duties as required.
