About The Position

Under the general supervision of the Deputy Chief – EMS Professional Standards, the Superintendent – Logistics manages, coordinates, and oversees key aspects of Paramedic Service logistics operations. This includes supervising Vehicle/Equipment Technicians and managing the logistics processes related to the procurement, storage, distribution, standardization, and preventative maintenance of equipment, medications, controlled substances, uniforms, linens and medical supplies across the Paramedic service.

Requirements

Degree in business administration or other related discipline, together with three years’ related experience, including inventory management and basic fleet maintenance; or Diploma in business administration or other related discipline, together with five years’ related experience, including inventory management and basic fleet maintenance
Three years’ supervisory experience
Knowledge of supply chain management
Possess a thorough understanding of applicable regulations and relevant acts, legislation, policies and procedures related to logistics, including the management, storage, distribution, and accountability of medications and controlled substances
Ability to communicate effectively and concisely, both orally and in writing
Ability to establish and maintain effective working relationships with Administration, Union executives, superiors, co-workers, employees, and the general public
Proven ability to function and contribute as an effective team member and to work independently
Strong leadership skills, including the ability to give direction, motivate, and recognize others; proven ability to share skills and knowledge with others
Excellent project/time management, analytical/critical thinking, problem-solving, and decision-making skills
Competent within the meaning of the Occupational Health and Safety Act
Must possess and maintain a valid Class “G” Ontario Drivers Licence, or equivalent
Must meet the definition of a competent driver as defined by the Corporation
Must be proficient in the use of computers and current related software
Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
Must remain a competent driver as defined by the Corporation
May be required to provide a successful driver’s record (uncertified)

Responsibilities

Manages the procurement, receipt, secure storage, inventory management, and distribution of medications, medical supplies, and equipment across all EMS stations within the SNEMS jurisdiction, ensuring uninterrupted service and compliance with applicable legislation, Base Hospital requirements, and organizational policy.
Orders, receives, securely stores, monitors, reconciles, and returns narcotics and other controlled substances in accordance with applicable legislation and SNEMS policies, ensuring enhanced accountability, security, and audit readiness to mitigate the elevated risk associated with controlled medications.
Ensures medications inventory is secured and managed in accordance with Health Canada requirements and the Controlled Drug and Substances Act.
Manages the inventory control system for medications, medical equipment, and supplies, ensuring inventory levels are maintained at approved standards across all EMS stations.
Provides supervisory leadership and accountability for staff during equipment and inventory recalls, independently directing corrective actions, managing risk, and ensuring organizational compliance with all regulatory and safety requirements.
Oversees the end-to-end uniform program for the service, including ordering, receiving, inventory control, and equitable distribution, ensuring operational readiness, fiscal accountability, and compliance with organizational standards.
Develops and administers policies and procedures to ensure the efficient, effective, and compliant provision of logistics services.
Collaborates as a member of the Division’s management team in the planning and implementation of short- and long-range goals and objectives related to logistics, operational readiness, and Professional Standards.
Develops and implements annual work plans and schedules and takes corrective action to maintain operational standards and service objectives.
Manages, directs and schedules the assignment of work for Vehicle/Equipment Technicians, ensuring routine inspection, maintenance, cleaning, and readiness of specialized medical equipment and EMS vehicles.
Coordinates preventative maintenance, inspection, and repair programs for EMS medical equipment and related assets, ensuring equipment functions as intended and meets operational standards.
Responsible for the preparation, retention and submission of all equipment related information for the tri-annual Ministry of Health Ambulance Service Review.
Conducts routine inspections of paramedic equipment; performs or coordinates basic repairs as required.
Manages the issuing, tracking, and maintenance of defibrillators, communications equipment, and other paramedic equipment.
Assists with the management of service contracts and preventative maintenance programs for equipment and supplies.
Supervises section staff, including staff development, performance management and review, coaching and mentoring, health and safety, collective agreement administration, discipline, and termination decisions.
Assesses section staffing needs, makes recommendations regarding complement and organizational structure, participates in recruitment processes, and contributes to effective hiring decisions.
Liaises with vendors, suppliers, service providers, EMS and other Corporate staff to support logistics operations.
Provides service representation on the Provincial Paramedic Logistics Working Group.
Participates in the preparation and efficient management of the annual logistics budget, monitoring expenditures and taking corrective action to ensure budget compliance.
Maintains accurate and complete records in accordance with Corporate policies including documentation related to medication inventories, narcotics stock and returns.
Oversees the ongoing maintenance, organization and security of all logistics areas.
Participates in committees, meetings, task forces, work groups, and special projects as directed.
Acts for the Superintendent – Fleet & Infrastructure Assets as required.
Performs other related duties as assigned.
