The position requires an experienced Technical Project Manager expert to support the project. Requirements

  • U.S. Citizenship.
  • B.S in engineering required.
  • 20+ years of DOD/DHS relevant work experience.
  • Have a Top SECRET Security Clearance.
  • Must be able to successfully pass a pre-employment background check and pre-hire drug test.
  • Thorough understanding of project management techniques and tools.
  • Excellent client-facing and internal communication skills.
  • Excellent written and verbal communication skills.
  • Strong analytical, critical thinking, and problem-solving skills.
  • Strong decision-making and leadership skills.
  • Solid organizational skills including attention to detail and multitasking skills.
  • Strong working knowledge of Microsoft Office products.
  • Proven work experience in enterprise level IT project management involving developing project plans, task tracking, coaching, leading teams, process improvement, planning, and performance management.

Responsibilities

  • Plan and implement enterprise level projects in support of USCG Headquarters, ensuring projects are delivered on-time, within scope, and within budget.
  • Assist in defining project scope, objectives, and deliverables, involving all relevant stakeholders while ensuring technical feasibility.
  • Assist USCG Headquarters in generating detailed project plans to monitor and track progress and deliverables, sharing plans with stakeholders and updating tracking mechanisms.
  • Manage changes to project scope, project schedule, and project costs using appropriate verification techniques.
  • Promote and maintain communication between the project team, project sponsor, and other relevant stakeholders at the headquarters level.
  • Propose and manage new mechanisms to improve project workflow efficiencies, proactively identifying weaknesses and inefficiencies and working with project leads to identify solutions.
  • Measure project performance using appropriate tools and techniques, reporting progress, problems, and solutions to stakeholders and escalating as needed.
  • Perform risk management to minimize project risks.
  • Create and maintain comprehensive project documentation.
  • Track project performance to analyze successful completion of short and long-range goals, identifying delays and proposing solutions to prevent future delays while improving overall delivery schedule.
  • Continuously improve project management toolkits and methodologies, recommending strategies, policies, and procedures by evaluating organizational outcomes, identifying problems, evaluating trends, and anticipating requirements.
  • Develop spreadsheets, diagrams, and process maps to document needs.
  • Evaluate and assess the results of completed projects.
  • Meet budgetary objectives and adjust project constraints based on various analysis.
  • Ensure customer satisfaction through project debriefs with clients.
  • Document all estimates, project statuses, and project completion paperwork.
