About The Position

The Subcontracts Administrator will be responsible for various aspects of procurement planning, preparation, and analysis of purchase requests. This role involves reviewing statements of work, negotiating terms, and preparing justifications for awards. The administrator will draft and negotiate contractual documents such as non-disclosure agreements, subcontracts, purchase orders, and change orders. They will also conduct regular program procurement meetings with Project Managers and work closely with the Acting Sr. Subcontracts Manager to prepare award recommendations and administer subcontract agreements. Documentation of procurement files from initiation to final closeout is a key responsibility, along with participating in meetings to provide subcontract status updates. The role requires assuming fiscal and ethical responsibility for following company procedures and assisting with special administrative or project-related assignments.

Requirements

  • 5 years of experience in Federal, State or Local Government procurement and subcontract administration
  • Experience working with FFP, IDIQ, and T&M contracts
  • Broad experience with Microsoft Office, including PowerPoint, Excel, and Word
  • Kahua or similar Project Management Software
  • Knowledge of Federal Acquisition Regulations (FAR) and Defense Acquisition Regulations (DFARS)
  • Procurement experience in the construction industry (private commercial/USG)
  • Ability to work in a fast-paced, multi-tasked environment
  • Ability to work in a flexible, team-based environment
  • Excellent oral and written communication skills
  • Proficient in contractors/vendor relations
  • Commercial contracts, contract negotiation

Responsibilities

  • Procurement planning, preparation and analysis of purchase requests
  • Review of statements of work and schedule of values
  • Negotiation of terms and preparation of single source justifications and justifications of award
  • Drafting and negotiating contractual documents including non-disclosure agreements, subcontracts, purchase orders, change orders, consulting agreements, check requests, credit card purchase requests, and closeout records
  • Conducting regular program procurement meetings with all PM’s
  • Preparing award recommendations and negotiating subcontract agreements
  • Preparing and fully administering Subcontract Agreements
  • Documenting procurement files as required by procurement policy through final closeout
  • Participating in regular meetings to provide status of subcontracts being executed for ongoing projects
  • Assuming and promulgating fiscal and ethical responsibility for following company procedures in the conduct of the procurement activities
  • Assisting Sr. Subcontracts Manager and/or senior management with special administrative or project-related assignments
  • Assisting with subcontract administration services with involvement in the subcontracts process from initiation to completion
  • Developing formal procurement plans for current and new projects
  • Monitoring subcontract compliance with insurance and bonding requirements, and subcontract performance
  • Ensuring subcontractors are meeting contractual compliance requirements
