About The Position

The Subcontracts Administrator supports project execution of prime federal government and commercial contracts across construction and services business lines by securing timely and cost-effective subcontract agreements and maintaining strong vendor relationships. This role ensures compliance with prime contract requirements, FAR/DFARS flow-downs, and internal policies while serving as a trusted day-to-day point of contact for subcontractors and program teams. Ahtna, Inc.’s procure-to-pay function is focused on enhancing scalability, compliance, and operational performance. This role supports standardized, data-driven processes and plays a key part in advancing improvements across procurement and contract management functions.

Requirements

  • Bachelor’s degree in Business Administration, Legal Studies, Supply Chain Management, Finance, or a related field. Experience may be substituted on a 1:1 basis for education.
  • Five (5) or more years of experience with prime contract or subcontract administration within a government contracting environment.
  • Experience working with FFP, CPFF, IDIQ, and T&M contracts.
  • Experience with Commercial contracts and contract negotiation.
  • Experience processing subcontract modifications and change support.
  • Working knowledge of FAR, DFARS, supplementary regulations, and flow-down requirements.
  • Knowledge of Service Contract Act and Davis Bacon Act.
  • Proficient with Microsoft Office, including SharePoint, Outlook, Excel, and Word.
  • Experience with computerized accounting software, preferably Deltek Costpoint.
  • Strong organizational, analytical, and communication skills.

Nice To Haves

  • Experience supporting DoD and civilian federal agencies.
  • Familiarity with IDIQ and task-order environments.
  • Professional certification (CPSM, CFCM, CPCM, or similar).
  • Experience and knowledge of Alaska Native cultures

Responsibilities

  • Administer subcontracts from award through closeout with minimal supervision.
  • Assess proposed subcontractors and vendors for strategic alignment.
  • Draft, review, and process subcontract agreements, purchase orders, modifications, funding actions, and extensions.
  • Develop and monitor compliance with FAR, DFARS, and supplemental flow downs.
  • Ensure subcontract terms and conditions comply with FAR/DFARS and prime contract requirements.
  • Support subcontract change management, including scope, funding, and schedule modifications.
  • Gather and maintain subcontractor deliverables including bonding and insurance documents.
  • Support Contracts and Program Managers with price and equitable adjustments.
  • Collaborate with Contracts and Program Managers to draft and issue routine and non-routine subcontractor correspondence and notices.
  • Coordinate subcontract actions with Contract Managers, Program Managers, and Finance.
  • Monitor subcontract performance, funding, deliverables, and key dates.
  • Maintain audit-ready subcontract files and documentation.
  • Identify compliance issues, risks, or inconsistencies and escalate appropriately.
  • Support proposal efforts, subcontractor onboarding, and closeout activities.
  • Maintain a service-oriented approach in all interactions, emphasizing responsiveness, clear communication, and accountability to ensure a positive internal and external customer experience.
  • Support organizational transformation initiatives, including process improvements, system enhancements, and operational standardization efforts.
  • Adapt to evolving business needs and contribute to the refinement of procedures and best practices.
  • Collaborate cross-functionally to implement changes and ensure alignment with strategic objectives.
