About The Position

This position represents Honolulu Community College, its academic programs, admissions criteria, registration steps, and campus resources to external and internal constituencies. The role involves developing, coordinating, and implementing recruitment and enrollment strategies, processes, activities, and communications to guide students through the enrollment process in collaboration with the Registrar. The specialist will analyze enrollment data to inform strategies for target populations, including adult learners, military members, underrepresented groups, academic transfers, and existing business/labor employees. This role also involves establishing and maintaining partnerships with community groups, serving as a liaison, and organizing campus and community events related to enrollment and engagement. A key responsibility includes serving as the Designated School Official with SEVIS for international student affairs. The position requires supervision of student assistants, student ambassadors, and enrollment staff, providing guidance on enrollment strategies. The specialist will also develop informational materials, utilize UH systems (SIS, CRM) for student tracking and communication, and maintain meaningful contact with students to facilitate enrollment. Promoting and supporting Honolulu Community College degree programs and resources is essential, as is assisting in the planning, coordination, implementation, and evaluation of enrollment-related activities. The role involves analyzing enrollment data to assess effectiveness and identify areas for improvement, assisting with admissions and records documents, and establishing internal procedures for compliance with policies and regulations. The specialist will stay informed about developments in higher education relevant to their functions and represent the college on system-wide committees focused on enrollment and community engagement.

Requirements

  • Possession of a baccalaureate degree in counseling, education, humanities, social sciences, sociology, psychology, business, marketing, STEM, or related field and minimum 3 year(s) of progressively responsible supervisory experience with responsibilities for educational enrollment, counseling, admissions & records, financial aid, community engagement, or other related student services field; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  • Considerable working knowledge of principles, practices and techniques in student recruitment or enrollment as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with student enrollment, admissions, records, and information.
  • Demonstrated ability to resolve wide-ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing and spreadsheet software.

Responsibilities

  • Represent Honolulu Community College, its academic programs, admissions criteria, registration steps, and campus resources to external and internal constituencies via written correspondence, email, telephone, text message requests/inquiries, and face-to-face visits and fairs during the day, evening, or weekend hours.
  • Develop, coordinate and implement recruitment and enrollment related strategies, processes, activities, communication, and procedures to support students through the enrollment process in collaboration with the Registrar.
  • Able to review and analyze enrollment data to determine strategies and practices for target populations.
  • Provide recruitment and enrollment services to nontraditional prospective student groups that include adult learners, military members, underrepresented or minority groups, academic transfers, and existing business/labor employees.
  • Establish and maintain effective, long-term partnerships with community groups (e.g. private non-profits, government and social services agencies, etc.), participates in recruitment and enrollment opportunities of these groups, and serves as the liaison between Honolulu Community College and groups.
  • Collect and analyze data to evaluate enrollment efforts and use data to identify strategies and areas for improvement.
  • Serve as the Designated School Official with SEVIS to assist in the management of international student affairs to include I-20 issuance/reporting, INS advising and OPT tracking.
  • Supervise student assistants and student ambassadors who support recruitment and enrollment efforts.
  • Supervise enrollment staff and provide guidance regarding enrollment strategies.
  • Organize campus and community events related to enrollment and engagement for Honolulu Community College.
  • Able to manage enrollment planning for specific populations.
  • Able to exercise independent professional judgment regarding applicable policies and procedures.
  • Facilitate the development of informational material about Honolulu Community College for distribution to students, parents, teachers, administrators, community members, and other centers of influence.
  • Use technology and UH systems (SIS, CRM, etc.) to track students and facilitate communication to support recruitment and enrollment.
  • Responsible for tracking and maintaining meaningful contact with students leading to enrollment.
  • Learn about, promote, and support Honolulu Community College degree programs and resources.
  • Assist in the planning, coordination, implementation, and evaluation of activities, events, and communication plans that promote enrollment.
  • Analyze enrollment data to evaluate effectiveness of enrollment efforts and identify areas for improvement.
  • Assist in the collection and processing of admissions and records related documents.
  • Assist the Registrar to establish internal procedures to ensure compliance with Honolulu Community College, UH System, state, federal or other pertinent policies, rules and regulations.
  • Keep abreast of current developments in higher education relevant to assigned functions.
  • Represent Honolulu Community College on system-wide committees and working groups focused on enrollment and community engagement, ensuring that the needs and voices of the local community are reflected in broader institutional enrollment strategies.
