About The Position

The Washington State Office of Superintendent of Public Instruction (OSPI) seeks to fill the position of Student Engagement Program Supervisor. This is a full-time, permanent role based in Olympia, Washington, with potential for partial to near full-time telework after an initial three-week in-office training period. OSPI is the primary agency responsible for overseeing public K-12 education in Washington state, working with school districts to ensure every student receives a high-quality education. Requirements

Bachelor’s degree in education, public policy, public administration, public health, behavioral or social sciences, social services, or a closely related field.
A minimum of three (3) years of experience leading or supporting statewide or large-scale initiatives involving student supports, behavior systems, social emotional learning, mental health literacy, MTSS, school climate, or related education systems work.
OR An equivalent combination of education and professional experience totaling seven (7) years, demonstrating progressively increasing responsibility in program leadership, systems coordination, policy implementation, technical assistance, or public-sector program management related to education or student support services.
Demonstrated knowledge and application of social emotional learning, student behavior supports, school climate, student engagement, and/or MTSS frameworks in K–12 education systems.
Experience interpreting and applying state policy and statutory requirements and translating them into clear, actionable guidance for districts, schools, and partners.
Demonstrated ability to work effectively in complex, multi-stakeholder environments, including collaboration across OSPI divisions, school districts, ESDs, community organizations, and advisory bodies.
Experience providing statewide guidance, technical assistance, or capacity-building support rather than solely site- or district-level implementation.
Strong written and verbal communication skills, including the ability to synthesize complex information into guidance, reports, recommendations, and materials for leadership, policymakers, and field audiences.
Demonstrated competency in equity-centered, culturally responsive, and anti-racist practices, with an understanding of how systems and policies impact historically marginalized students.
Must reside in the state of Washington

Experience supporting or coordinating statewide advisory committees, workgroups, or stakeholder engagement processes, including synthesis of recommendations for agency leadership or legislative audiences.
Knowledge of Washington state K–12 education systems, including district implementation structures, roles, and constraints.
Experience aligning or integrating student support initiatives across SEL, behavior supports, mental health literacy, student engagement, and academic systems.
Demonstrated success in data-informed decision-making, using qualitative and quantitative data to inform program direction, guidance, or policy recommendations.
Experience supporting Tribal partners, rural districts, or equity-focused implementation efforts.
Familiarity with legislative processes, proviso reporting, or policy development related to student well-being and school climate.

Responsibilities

Provide statewide leadership and strategic direction for aligned SEL, student behavior supports, mental health literacy, and student engagement frameworks.
Oversee statewide implementation by establishing priorities, goals, and guidance to ensure consistency, equity, and continuous improvement.
Maintain and update professional learning modules, guidance, and online resources to ensure statutory compliance and alignment with best practices.
Direct program planning to support positive school climate, student well-being, and effective instructional environments.
Integrate trauma-informed, restorative, and preventive approaches across SEL, behavior, and engagement frameworks.
Provide statewide technical assistance to districts and partners on SEL standards, positive and preventive behavior supports, mental health literacy, and student engagement practices.
Support districts in integrating SEL and behavior supports within MTSS frameworks across tiers of prevention and intervention.
Serve as the primary subject matter expert, advising districts and stakeholders on system-level implementation challenges.
Serve as OSPI’s lead expert by partnering with teams to embed SEL, behavior supports, student engagement, and MTSS practices into statewide guidance, initiatives, and content standards.
Review and contribute to agency documents, guidance, and presentations to ensure alignment with statewide frameworks and equity commitments.
Provide internal consultation on student well-being and behavior initiatives impacting multiple programs or divisions.
Serve as policy lead by analyzing relevant legislation and translating statutory requirements into implementable guidance.
Prepare legislatively required reports and proviso reports, including synthesis of implementation data and system trends.
Provide legislative testimony and technical assistance as needed.
Oversee recruitment, planning, and facilitation of the SEL Advisory Committee and required joint work with the Educational Opportunity Gap Oversight and Accountability Committee.
Maintain statewide relationships with districts, community organizations, tribes, family advocacy groups, and student support leaders.
Provide strategic direction for statewide networks and communities of practice; facilitate convenings, conferences, and external collaboration as capacity allows.
Oversee collection, analysis, and synthesis of data from multiple sources to inform statewide priorities and legislative reporting.
Analyze Healthy Youth Survey and related data to identify trends and areas of need related to SEL, behavior supports, mental health literacy, and engagement.
Use data to inform strategic decisions, technical assistance priorities, and continuous improvement efforts statewide.
