About The Position

The Children, Youth, and Families Division, Positive Youth Development Program, is currently recruiting for an enthusiastic Street Outreach Network Team Leader to direct field support to outreach workers within the Street Outreach Network (SON). This role is ideal for individuals with extensive experience engaging gang-involved youth or youth exposed to community violence, and who are highly skilled in providing real-time field support, crisis guidance, and coordination with schools, law enforcement, recreation staff, and community partners. Strong candidates will demonstrate leadership, sound judgment, and the ability to build staff capacity in fast-moving, relationship-based outreach environments.

Requirements

  • Considerable (3) years’ experience working in youth development and with gang-involved youth.
  • Graduation from an accredited college or university with a bachelor’s degree.
  • Possession and maintenance at all times of a valid Class “C” (or equivalent) driver’s license from the applicant’s state of residence.
  • Completion of a pre-employment Medical History Form to assess your ability to safely perform the essential duties of the role.

Responsibilities

  • Provide real-time operational guidance, crisis support, and field leadership to outreach workers serving gang-involved youth, newcomer adolescents, and families experiencing significant social, emotional, or community-based risk.
  • Oversee field operations, coordinate multi-agency collaboration, and ensure staff are equipped to safely and effectively engage youth in school, neighborhood, and community settings.
  • Offer real-time assistance to reduce risk and liability for staff, while enhancing the quality and effectiveness of service delivery. This includes on-the-spot troubleshooting and providing supplemental support in both school and community settings to ensure outreach staff are well-equipped operationally.
  • Serve as the primary liaison with partner agencies, including the Montgomery County Police Department (MCPD), Montgomery County Recreation Department (MCRD), Montgomery County Public Schools (MCPS), State’s Attorney Office (SAO), and other community partners to facilitate collaborative problem-solving efforts around gang violence prevention and intervention.
  • Collaborate with the Program Manager II to ensure the accuracy and integrity of all Data Collection related to program activity.
  • Collaborate with SON staff and the Office Services Coordinators (OSC) to ensure all required paperwork and documentation related to SON operational expenditures are completed accurately and submitted in a timely manner.
  • Provide community stakeholders with up-to-date information about the services offered by the SON and serve as a key representative of the program.
  • Foster and maintain a spirit of teamwork, collaboration, and unity with the SON team.
  • Oversee the performance evaluation process for SON staff and perform additional administrative duties as assigned.
  • Manage procurement-related tasks, including processing P-Card transactions, as-needed, creating SON purchase orders, and handling all SON-related invoice processing.

Benefits

  • The salary range represents this position’s earning potential. The anticipated hiring range for this position will be $78,929 to $117,134, based on the candidate’s qualifications and experience.
