The Strategic Project Manager will lead the full lifecycle of a statewide probation case management system replacement, from requirements gathering and procurement through design, development, data migration, testing, rollout, and decommissioning of the legacy system. The role is responsible for the project’s master schedule, budget, scope, and benefits realization plan, translating strategic goals into actionable objectives and measurable success criteria. The position coordinates vendors and internal teams to manage quality, schedule, and cost, while ensuring compliance with state procurement rules, Colorado statutes, directives, and standards. It works with legal, policy, and research teams on reporting, risk assessments, and evidence-based practices, and engages stakeholders across 23 judicial districts, including probation officers, supervisors, judges, court staff, and partner agencies. The manager leads human-centered design activities, change management, training, communications, and go-live support. The role also oversees project risks and issues, supports multi-level governance and executive decision-making, reports status and outcomes to leadership, and maintains integrity, confidentiality, and resilience throughout a high-visibility, multi-year public-sector project. The system should support accessibility and equity for justice-involved individuals.
