Requirements

  • Doctorate degree and 2 years of budget and contracting experience
  • Master’s degree and 4 years of budget and contracting experience
  • Bachelor’s degree and 6 years of budget and contracting experience
  • Associate’s degree and 10 years of budget and contracting experience
  • High school diploma / GED and 12 years of budget and contracting experience

Nice To Haves

  • MBA or Master’s Degree with 10 years of work experience in the biopharmaceutical industry with 4 or more years of that experience in R&D with good knowledge of clinical development, financial budgeting, and workforce strategies
  • Proven experience leading teams and developing talent.
  • Strong influencing and stakeholder management skills across functions and levels
  • Ability to structure and solve ambiguous problems with pragmatic, high-impact solutions.
  • Experience operating in complex, matrixed R&D environments
  • Strong program and project management skills with demonstrated end-to-end delivery.
  • Experience in financial planning, budgeting, and workforce/resource strategy
  • Exceptional written and verbal communication skills with ability to engage senior leadership
  • Proficiency in Microsoft Office, Smartsheet, and modern productivity tools (including generative AI)

Responsibilities

  • Act as a key advisor to CfOR senior leadership on investment decisions, trade-offs, and operational strategy.
  • Lead end-to-end financial planning, forecasting, and scenario modeling aligned to global R&D processes.
  • Drive disciplined resource allocation to maximize impact of RWE investments.
  • Establish scalable, standardized approaches to budget management and reporting.
  • Lead and develop a high-performing operations team across budgeting, contracting, supplier management, and process excellence.
  • Translate ambiguous business needs into structured plans, priorities, and execution roadmaps.
  • Ensure delivery of high-quality forecasts, reporting, and business insights.
  • Oversee strategic supplier relationships supporting external and internal research.
  • Partner with Global Strategic Sourcing (GSS) to optimize contracting, performance, and value delivery.
  • Drive best practices in supplier strategy and governance.
  • Partner with GSS, Legal, Finance, Medical, Health Economics, and R&D Strategy & Operations to align on priorities and execution.
  • Represent CfOR in enterprise initiatives, governance and operating reviews.
  • Lead or influence process improvement and transformation efforts.
  • Deliver executive-level reporting, dashboards, and business reviews.
  • Conduct root cause analyses to inform decisions and continuous improvement.
  • Enable data-driven decision-making across CfOR leadership.
