About The Position

The Strategic Engagement Lead is responsible for developing and maintaining strategic relationships across the Joint Staff and broader Department of War community to drive long-term business growth. Reporting directly to the Division Vice President, this is a senior-level position focused on establishing trusted relationships with Government and military leaders, understanding current and emerging mission requirements, identifying opportunities well in advance of formal acquisition activity, and positioning CPT to support key customer priorities. The successful candidate will bring significant military, Joint Staff, and Federal business development experience, along with an established understanding of how requirements, priorities, funding, and acquisition decisions develop within the DoW environment. This individual will serve as a senior representative of CPT and will be expected to independently develop relationships, identify customer needs, shape growth strategies, and build a sustainable pipeline of qualified opportunities.

Requirements

  • 12+ years of relevant professional experience supporting the Department of War, Federal Government, military operations, Government contracting, or related national security missions.
  • Significant prior U.S. military experience, with preference for retired senior officers or senior enlisted leaders with demonstrated experience operating within joint or strategic-level organizations.
  • Direct Joint Staff experience required, with demonstrated knowledge of Joint Staff organizations, missions, processes, organizational structures, and stakeholder environments.
  • 10+ years of demonstrated business development, capture, account management, or strategic growth experience within the Federal/DoW market.
  • Demonstrated success identifying, developing, qualifying, and advancing significant Federal or DoW business opportunities.
  • Established professional relationships within the Joint Staff, Combatant Command, military Service, DoW agency, or broader national security community.
  • Demonstrated ability to engage effectively with General/Flag Officers, Senior Executive Service personnel, senior military officers, senior Government civilians, program executives, and acquisition leadership.
  • Strong understanding of the DoW Planning, Programming, Budgeting, and Execution (PPBE) environment and how mission requirements transition into funded acquisition opportunities.
  • Strong knowledge of Federal and DoW acquisition processes, contracting strategies, contract vehicles, competitive procurements, and the business development/capture lifecycle.
  • Demonstrated ability to identify customer requirements and opportunities well in advance of published solicitations.
  • Experience developing and executing strategic account plans, customer engagement strategies, pipeline development plans, and capture strategies.
  • Strong understanding of the Joint Staff mission environment and the relationship between the Joint Staff, Combatant Commands, military Services, DoW agencies, and supporting organizations.
  • Ability to understand and communicate technical and operational concepts related to areas such as cybersecurity, enterprise IT, cloud, networking, mission systems, digital modernization, and emerging technologies.
  • Exceptional executive presence, communication, relationship-building, presentation, and interpersonal skills.
  • Demonstrated ability to independently develop senior-level customer relationships and represent an organization with senior Government and military leadership.
  • Ability and willingness to travel regularly to support customer engagements, industry events, conferences, and other business development activities.
  • Active Top Secret clearance required; TS/SCI strongly preferred.

Nice To Haves

  • Previous assignment to the Joint Staff, Office of the Secretary of Defense, a Combatant Command, Service Headquarters, or another senior-level DoW organization.
  • Previous military leadership experience at the O-5/O-6, E-9, or equivalent senior level.
  • Existing network of senior-level relationships across Joint Staff organizations and the broader DoW community.
  • Experience supporting Joint Staff J6, J7, J8, cyber, communications, training, experimentation, modernization, or related mission areas.
  • Demonstrated history of developing and capturing large Federal or DoW opportunities.
  • Experience supporting IDIQs, GWACs, MACs, task-order-based acquisitions, and other major DoW contract vehicles.
  • Understanding of appropriations, funding cycles, unfunded requirements, POM development, and other mechanisms that influence future DoW acquisition activity.

Responsibilities

  • Develop and maintain senior-level relationships with key stakeholders across the Joint Staff, Combatant Commands, DoW agencies, military Services, and other organizations supporting relevant missions.
  • Establish relationships with mission owners, senior military and civilian leaders, program leadership, technical organizations, acquisition personnel, resource sponsors, and other stakeholders involved in developing or influencing requirements.
  • Maintain consistent engagement with target customer stakeholders to understand mission priorities, capability gaps, operational challenges, modernization objectives, funding priorities, and emerging requirements.
  • Develop a comprehensive understanding of the environment, including key organizations, decision makers, influencers, acquisition stakeholders, mission partners, and funding pathways.
  • Identify new business opportunities through direct customer engagement and knowledge of missions, priorities, programs, and acquisition activity.
  • Identify opportunities during the early stages of requirement development, allowing CPT to establish relationships, demonstrate capabilities, and develop capture strategies prior to formal solicitation.
  • Build awareness of CPT's capabilities and past performance across cyber operations, cloud, enterprise networking, engineering, IT operations, modernization, Zero Trust, and other relevant mission areas.
  • Translate customer mission challenges and operational requirements into actionable business development opportunities.
  • Develop and execute account and customer engagement strategies for targeted organizations and mission areas.
  • Provide senior leadership with customer intelligence, organizational insight, competitive information, acquisition intelligence, and recommendations regarding potential opportunities.
  • Support opportunity qualification and capture strategy development based on direct knowledge of the customer, mission requirement, acquisition environment, competitive landscape, and CPT positioning.
  • Maintain awareness of upcoming procurements, recompetes, contract vehicles, Requests for Information, Sources Sought notices, acquisition strategies, and other activities relevant to target requirements.
  • Identify and develop relationships with strategic industry partners and potential teaming organizations that enhance CPT's ability to pursue opportunities.
  • Represent CPT at senior-level customer meetings, industry engagements, conferences, capability briefings, demonstrations, and other events relevant to business growth.
  • Maintain accountability for customer engagements, opportunity development, follow-up activities, pipeline development, and overall progress against growth objectives.
