About The Position

This role involves supervising crews and multiple projects related to the maintenance and operation of the City's Stormwater System. Responsibilities include planning, assigning, and reviewing work, ensuring compliance with state and federal regulations, and managing logistical aspects of the stormwater infrastructure. The position also involves responding to emergencies and potentially leading on-call services.

Requirements

Supervisor I - Stormwater: Five (5) years of progressively responsible experience in stormwater operations or a related field.
Supervisor I - Stormwater: One (1) year of experience in a supervisory or lead capacity, or closely related work experience that demonstrates the required knowledge, skills, and abilities.
Supervisor I - Stormwater: Previous experience with operating and maintaining light and heavy equipment.
Supervisor I - Stormwater: A high school diploma or a GED.
Supervisor I - Stormwater: A valid Class A Commercial Driver's License (CDL) or the ability to obtain within ninety (90) days of employment.
Supervisor II - Stormwater: Eight (8) years of progressively responsible experience in stormwater operations or a related field.
Supervisor II - Stormwater: Three (3) years of experience in a supervisory or lead capacity, or closely related work experience demonstrating the required knowledge, skills, and abilities.
Supervisor II - Stormwater: A valid Class A Commercial Driver's License (CDL).
Supervisor III - Stormwater: Ten (10) years of progressively responsible experience in stormwater operations or a related field.
Supervisor III - Stormwater: Five (5) years in a supervisory or lead capacity, or other closely related work experience that provides the knowledge, skills, and abilities needed to perform this job.
Supervisor III - Stormwater: A Non-Commercial Herbicide Applicator License from the Texas Department of Agriculture.
Knowledge of safe and efficient operation, as well as minor servicing, of all Stormwater Utility Division construction and maintenance equipment.
Knowledge of procedures for scheduling, assigning, and supervising the work of crews.
Knowledge of Stormwater policies and procedures for maintaining creeks, ditches, catch basins, pipes, and other stormwater controls.
Knowledge of principles and practices of handling chemical spills and hazardous materials.
Knowledge of safe driving principles and practices.
Knowledge of Stormwater structure construction and maintenance.
Knowledge of effective methods for building and maintaining cooperative working relationships with contractors, the public, and other divisions.
Skill to organize work schedules, prioritize assignments, and manage resources efficiently.
Skill to operate various types of stormwater vehicles and equipment safely and train subordinates in their proper use and maintenance.
Skill to read and interpret maps, plans, and construction drawings.
Skill to troubleshoot and resolve operational or equipment issues in the field quickly and effectively.
Skill to apply leadership and coaching techniques to develop team members and improve overall performance.
Ability to supervise, plan, assign, and inspect the work of crews engaged in stormwater maintenance activities.
Ability to communicate clearly and concisely, both orally and in writing.
Ability to interpret and apply local, state, and federal stormwater and environmental regulations.
Ability to establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Ability to exercise independent judgment and make sound decisions in a variety of situations.
Ability to use computerized maintenance management and work order systems effectively.

Nice To Haves

A Non-Commercial Herbicide Applicator License from the Texas Department of Agriculture is preferred for Supervisor I.
Hazmat certification and training in workplace supervision is preferred for Supervisor I.

Responsibilities

Planning, assigning, reviewing, and participating in the work of crews maintaining the stormwater drainage system.
Performing construction and maintenance activities related to the Stormwater Division’s responsibilities.
Leading, planning, assigning, reviewing, and supervising multiple projects and employees involved in the operation of the City’s Stormwater System.
Assisting with day-to-day activities and projects to ensure compliance with state and federal regulations and MS4 permit requirements.
Organizing and assigning work, making necessary adjustments to operating methods and procedures.
Scheduling, supervising, and reviewing the work of crews performing drainage system construction and maintenance activities, including mowing, creek maintenance, drainage improvements, and street sweeping.
Receiving, investigating, and resolving service requests and public complaints.
Inspecting creek channels, drainage ditches, pumps, and related structures for required maintenance and repairs.
Prioritizing, planning, and scheduling both reactive and proactive work assignments.
Logistical maintenance of the City’s stormwater infrastructure, resources, administrative material, tool inventory, uniforms, heavy equipment, chemicals, hazardous materials, replacement parts, basic consumables, warehousing space, and safety equipment.
Responding to emergencies after hours and leading on-call services and crews as needed.
Operating a variety of motorized equipment such as front-end loaders, backhoes, brush trucks, sand trucks, dump trucks, hydro-mulch truck, water truck, street sweepers, cranes, trenchers, bucket trucks, bush-hogs, bobcats, tractors with various attachments, forklifts, pumps and other stormwater related maintenance and construction equipment.
Supervising, training, and evaluating assigned staff.
Overseeing stormwater service operations, including street sweeping, illegal dumping and litter abatement, spill control, and environmental response activities.
Assisting in developing programs and processes to improve departmental efficiency and effectiveness.
Designing and implementing inspections, educational and training programs, and creating materials for external distribution to promote compliance with city and state regulations.
Collaborating with the Engineering Division to review and approve drainage plans.
Assisting the Division Manager - Stormwater in developing and implementing systems, programs, and long-range plans for division operations.
Coordinating training for personnel to ensure proper equipment use and operational procedures.
Assisting the Division Manager - Stormwater with budgeting activities for the division.
Performing other job-related duties and responsibilities as assigned.
