About The Position

Performs a variety of entry level skilled duties related to city-wide storm water operations, including construction, collection and maintenance. Operator I performs entry-level duties, while Operator II performs working-level skilled duties. Both roles involve participating in storm water system cleaning, debris and obstacle removal, excavation, and repair of storm water lines, connections, manholes, debris basins, dry-wash, and storm water retention basins. Seasonal maintenance, such as snow plow operation and snow removal, is also part of the responsibilities. This includes operating various vehicles and equipment, setting up traffic control, and responding to public inquiries and complaints. Both positions require on-call availability for emergencies like snow removal, flooding, and potholes.

Requirements

  • Graduation from high school or equivalent.
  • One (1) year of specialized training provided through vocational college or industry sponsored workshops, conferences, etc.
  • One (1) year of experience performing closely related duties, i.e., utility system construction, pipefitting, etc. (Operator I).
  • Three (3) years of experience performing the above or closely related duties (Operator II).
  • An equivalent combination of education and experience.
  • Two (2) years of experience in snow removal, one (1) year minimum with Eagle Mountain City (Operator II).
  • Some knowledge of pipeline construction methods, practices and procedures for storm water collection systems.
  • Some knowledge of hazards and precautions associated with trench work and pipe line construction and maintenance.
  • Some knowledge of interpersonal communication skills.
  • Some knowledge of basic hand and power tools required to install and maintain pipe line.
  • Some knowledge of traffic control and diversion.
  • Some knowledge of tools and equipment required to lay and repair storm water lines.
  • Some knowledge of the care of required tools and equipment.
  • Some knowledge of OSHA safety standards.
  • Skill in the operation of heavy mechanized equipment as required by the position, i.e., street sweeping, skid steers, backhoes, trackhoes, loaders, tractors, crane trucks, forklifts, trash pumps, weed whips, etc.
  • Ability to adapt to emergency or unusual situations.
  • Ability to tolerate weather extremes in the work place.
  • Ability to communicate effectively, verbally and in writing.
  • Ability to plan and organize work.
  • Ability to enforce policies, procedures, regulations, and standards without partiality.
  • Ability to perform strenuous manual labor.

  • Must possess a valid Class A CDL.
  • Must become CPR certified.
  • Must become forklift certified.

  • Must become flagger certified.
  • Working knowledge of current standards as prescribed by Storm Water Pollution Prevention Planning (SWPPP) regulations (Operator II).
  • Working knowledge of state or federal regulations governing installation and maintenance of storm water collection systems (Operator II).
  • Working knowledge of city storm water operations system network, line, basin and manhole locations (Operator II).
  • Working knowledge of typical storm water line problems (Operator II).
  • Working knowledge of tools and equipment required to lay and repair storm water lines (Operator II).
  • Working knowledge of city policies and procedures (Operator II).
  • Working knowledge of laws, ordinances and regulations governing storm water management (Operator II).
  • Working knowledge of use of respirators (Operator II).
  • Working knowledge of OSHA safety standards (Operator II).
  • Working knowledge of computer and various applications including GIS software, spreadsheet, database, word processing, etc. (Operator II).
  • Must be a registered storm water inspector (Operator II).

Responsibilities

  • Participates in storm water system cleaning, debris and obstacle cleaning, excavation and repair of storm water lines, connections, manholes, debris basins, dry-wash and storm water retention basins and their appurtenances.
  • Performs seasonal maintenance, i.e., snow plow operation and snow removal.
  • Cleans storm water lines; excavates, repairs and replaces storm water lines and mains.
  • Operates hydro/jet truck and vactor truck to clean the storm drain system.
  • Inspects and cleans City owned and privately owned storm drain basins, inlet boxes, manholes, oil/grit separators, canals, and pipes.
  • Operates Kubota tractor with brush-hog to groom roadway edges and swells.
  • Sprays, cuts, and removes weeds; trims shrubs and trees as necessary to maintain detention basins, ponds, and drainage channels.
  • Assists with catch-basin maintenance; cleans and clears basins of accumulated solids and sediments to prevent clogging of drainage lines and flooding.
  • Monitors catch basin grate tops to prevent accumulation and disposes of blockage.
  • Oversees and performs storm water swell construction ensuring proper slope and grade for improved water velocity and flow.
  • Assists in the maintenance of storm water systems and storm water system equipment in operating order by inspecting, removing, repairing, and replacing malfunctioning parts and sections.
  • Conducts dry weather testing of storm drain outfall locations throughout the City.
  • Operates a variety of vehicles, tools, and equipment used in the maintenance and repair of storm water collection systems.
  • Sets up traffic barricades and control equipment in accordance with the MUTCD.
  • Observes safety precautions regarding traffic control, confined space entrance, trenching, excavating, and power equipment operation.
  • Responds to public inquiries in a courteous manner; provides information within the area of assignment.
  • Investigates and resolves complaints concerning the storm water collection system in an efficient and timely manner.
  • Assists in the removal and inspection of manhole covers and manholes.
  • Places and finishes concrete to raise manholes to street surfaces; replaces manhole covers as needed.
  • Cleans storm drains; removes water from flooded streets.
  • Performs light maintenance on service vehicles and equipment to ensure safe and effective operations; checks oil and fluid levels, tire air pressure, etc.
  • Schedules service equipment for comprehensive preventive maintenance.
  • Required to be on-call for emergencies; snow removal, flooding, potholes, etc.
  • Performs work site supervisor duties when supervisor is not present and/or as needed (Operator II only).
