About The Position

The Storage Specialist serves as the technical expert and senior specialist in the DLA Distribution Storage Program Management Office (PMO), Infrastructure Management Division, within the Compliant, Financial Audit, and Infrastructure Management Directorate. The position supports effective and efficient warehouse design for storage and operational flow, evaluating emerging technologies and concepts to improve customer service, increase efficiency, and/or reduce operating costs. The specialist administers the DLA Distribution Space Management Plan, incorporating mission objectives, technologies, and potential movement consolidations to improve storage program execution and space utilization across the network and at individual sites. The role also interprets and clarifies infrastructure management and storage program policies, procedures, performance standards, and monitoring techniques for all levels of management. The position may be located on various shifts at DLA Distribution Headquarters in New Cumberland, Pennsylvania. Work is primarily sedentary in an office setting, with visits to depot storage or industrial areas as duties require.

Requirements

• Must be a U.S. citizen.
• One year of specialized experience directly related to the position, equivalent to the GS-11 level or equivalent in federal service, the military, or the private sector, to qualify at the GS-12 level.
• Specialized experience must include studying depot operations and recommending storage improvements; knowledge of DLA infrastructure and storage management and warehousing policies, regulations, and procedures; analysis of space, facilities, costs, materials, and environmental impacts; and studies and recommendations related to storage layout, design, space optimization, material flow, storage aids, and material handling equipment.
• Must meet eligibility requirements and minimum qualifications by the announcement's cutoff or closing date.
• Substitution of education for specialized experience is not permitted at this grade level.
• Males born after December 31, 1959, must be registered for Selective Service or exempt.
• Appointment is subject to a favorable suitability or fitness determination where reciprocity cannot be applied.
• Selectees must have a REAL ID or other acceptable identification documents to access certain federal facilities.
• Employees must refrain from illegal drug use; selected applicants for testing-designated positions must undergo pre-employment drug testing and may be subject to random testing.

Responsibilities

• Evaluate emerging technologies and concepts for effective and efficient warehouse design, storage, and operational flow.
• Identify opportunities to improve efficiency, customer service, and/or reduce operating costs.
• Communicate, instruct, and advise tactical and operational personnel at distribution centers on administering and executing Infrastructure Management and Storage policies and procedures.
• Administer the DLA Distribution Space Management Plan, incorporating mission objectives, technologies, and potential consolidation in movement to improve program execution and space utilization at network and site levels.
• Interpret and clarify infrastructure management and storage program policies, procedures, performance standards, and monitoring techniques for all levels of management.
• Study depot operations and recommend improvements involving the storage of hazardous and non-hazardous materials.
• Analyze space, facility types, maintenance costs, material properties and volumes, drawdown considerations, and other environmental impacts.
• Conduct studies, analyze findings, and make recommendations concerning storage facility layout and design, space utilization, material flow, storage aids, and material handling equipment.
